The Ada County Information Technology Department (AC-IT) supports the largest county in the State of Idaho. The department is divided into functional areas of Administration, Customer Support, Infrastructure, Project Management and Development for Client/Server/Web/GIS.
AC-IT provides computing and communications infrastructure, services, and innovation to the departments and elected officials charged with providing the services to the citizens of Ada County.

GENERAL SUMMARY:
Designs, develops, implements, and evaluates Information Technology solutions for technical/computer applications and knowledge delivery; evaluates potential software application-related education solutions and the use of technology. The Content Engineer organizes the shape, structure, and application of content assets using both strategy and creativity. This position focuses on implementing technical e-learning solutions for all software application and technology training needs; develops and implements electronic delivery, e-learning, and an electronic library or learning management system; coordinates the support and logistical activities for all electronic educational solutions provided, including organization, class management, and other administrative support activities; performs related duties as required. In addition, the Content engineer contributes to organizational change management by assisting to create change communications, stakeholder engagement materials, and transition strategies that support the adoption of new technologies.
DISTINGUISHING FEATURES OF THE CLASS:
The IT Content Engineer works under the general direction of the IT Project Manager Officer who makes assignments in terms of overall purpose and scope. The incumbent is expected to independently manage, control, and monitor a diverse range of advanced e-learning functions.
Content Engineer I - characterized by a minimum of 2 years of experience in the field, develops and facilitates complicated and specific e-learning courses to meet Information Technology business needs, work is performed under general supervision; may provide leadership to Information Technology staff.
Content Engineer II - characterized by 4 years of experience, works independently to, and will be responsible for full staff development, deployment and maintenance of eLearning solutions for Information Technology staff and department clients.
Essential Functions
IT Content Engineer I
Conducts educational needs analyses to determine customer needs prior to recommending eLearning solutions;
Participates as a project resource to coordinate educational needs and organizational change between the customer and the project team;
Assists in coordination and creation of organizational change content such as training materials, change announcements, etc.
Helps Translate complex technical concepts into clear, accessible language for non-technical audience to create impactful, user-friendly messages.
Researches, analyzes ,and makes recommendations regarding eLearning, electronic delivery, on-line training and other computer-based learning tools including vendor-based curriculum and materials, coordination of contract services and any related hardware purchases;
Evaluates expected outcomes to ensure customer needs have been met;
Helps develop training plans and determine Information Technology priorities based on assessed needs and available resources, focusing on eLearning; determine the most effective learning delivery method;
Helps design and develop technical education solutions in conjunction with project teams;
Helps evaluate both technical solutions to ensure training needs have been met, and modifies those solutions as required to proactively prepare for future delivery;
Reviews and updates computer based training modules, materials, and software;
Assists with research, analysis, and proposals regarding requirements for eLearning, electronic delivery, on-line training, other computer-based training, vendor-based training materials, contract training services, and related hardware purchases;
Schedules technical and selected non-technical workshops, courses, and classes;
Provides necessary coordination and administrative support for current and evolving training solutions including but not limited to rosters, vendor support, audio-visual preparation, training materials, training supplies, and evaluations;
Serves as a cross-functional team facilitator for the Information Technology department;
Provides oversight of the Information Technology knowledgebase for standards in content;
Creates and compiles surveys and results as it relates to the user experience;
Assists in Information Technology employee development;
System administrator for the learning management system, IT knowledgebase; Leads and coordinates organizational change management as it affects projects and the enterprise.
IT Content Engineer II
ADDITIONAL FUNCTIONS:
Evaluates educational resources of vendors and researches available e-learning sources for appropriate content and delivery;
Coordinates with external trainers, government agencies, and vendor representatives for no-cost county classes and demonstrations, as required and as resources permit;
Coordinates joint computer-based training activities with other agencies and organizations;
Assists with special projects as assigned;
May serve as system administrator for training related applications;
Performs related duties as required.
Job Requirements
IT Content Engineer I
Bachelor's degree from an accredited university in Instructional Systems Design, Training Design, or Adult Education, or equivalent experience in training analysis, design, development, implementation, and evaluation;
Two to four years of relevant experience;
Beginning knowledge of adult education practices, principles, and methodologies as well as basic and advanced learning theories;
Knowledge of information technology services and related practices, principles, and legal requirements;
Creative mindset with the ability to generate fresh ideas for presenting technical content in engaging, learner-friendly formats;
Knowledge of eLearning tools such as Articulate, SurveyMonkey, Learning Management Systems or other similar tools;
Knowledge of content creation tools such as Adobe, Snagit, Canva, Lovo.Ai and other similar tools
Demonstrated ability to innovate instructional approaches using storytelling, design thinking, gamification, or multimedia strategies;
Skill in verbal and written communications;
Skill in establishing management and supervisory support for training activities;
Ability to identify and analyze training needs apply creative problem-solving to content structuring, learner engagement challenges, and delivery methods
Ability to design training solutions ;
Ability to develop e-training solutions, including training materials, audio-visual training aids, strategies, plans, programs, classes, and electronic libraries;
Ability to implement training solutions, facilitate learning, and interact effectively with diverse employee populations;
Ability to evaluate the effectiveness of training solutions;
Ability to communicate verbally and in writing, exercise tact and diplomacy, and maintain confidentiality;
Ability to effectively work as part of a team to accomplish division and department goals;
Ability to establish and maintain training records systems;
Ability to compile data and information for reports and compose documents, e-mail, and correspondence with a high degree of accuracy;
Ability to maintain effective working relationships with other employees, managers, department heads, elected officials, and the general public; and
Ability to work under own initiative with limited supervision.
IT Content Engineer II
In addition to the above requirements;
Four to six years relevant experience;
Advance knowledge of adult education practices, principles, and methodologies as well as advanced and trending e-learning theories;
Advanced knowledge of information technology services and related practices, principles, and legal requirements;
Ability to work under own initiative and utilize independent judgment.
OTHER REQUIREMENTS:
Must possess and maintain a valid driver's license;
Must pass a criminal background investigation.
Work Environment & Physical Demands
Work is performed primarily in an office, computer lab, or classroom environment, and the employee in this class is subject to inside environmental conditions;
The work requires sufficient personal mobility and physical reflexes which permit the employee to function in a general office environment while accomplishing tasks;
Much of the work involves a combination of standing, walking, and sitting;
Incumbent may be required to lift up to 20 pounds.
