The State of Connecticut (https://portal.ct.gov/) , Department of Transportation ( CTDOT (https://portal.ct.gov/DOT?language=en_US) ), Division of Technology Services, is now accepting applications for an Information Technology Analyst 2 (ITA2 (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=7604FR&LinkSpec=RecruitNum2&R1=&R3=) ) to support, enhance, and maintain a broad portfolio of mission-critical cloud-based systems and enterprise tools. This position plays a key role in the design, development, and support of solutions built on Microsoft 365 (including SharePoint and Power Platform), GIS/ESRI platforms, FME, Power BI, Visual Studio/.NET applications, and emerging AI technologies. The ITA2 will also function in a business analyst capacity to ensure solutions align with agency objectives.

THE ROLE
The ITA2 will be responsible for the full application development lifecycle-from requirements gathering and design through implementation and post-deployment support. This includes the development of custom data-driven tools and dashboards to support visualization, analytics, and operational decision-making, as well as the creation of documentation and training materials for end users.
This role is critical in delivering timely, data-centric solutions that enable CTDOT business units to make informed, strategic decisions. The systems supported by this position play a pivotal role in mitigating risks associated with transportation projects, ensuring public safety, and maintaining operational resilience. Additionally, the ITA2 will monitor the health and performance of production systems, respond proactively to incidents, and implement timely resolutions to maintain high availability, minimize downtime, and ensure the reliability of key data tools and applications.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency Information Technology (IT) environment this class is accountable for independently performing a full range of information technology tasks and project coordination work involving infrastructure systems support, security and application development in an IT environment.

For All Functional Areas
Acts as liaison to hardware and/or software vendors, system developers, programmers and user community;
Evaluates and recommends products;
Participates in Request for Proposal (RFP) process;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT-related support area.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been performing professional information technology work in such areas as: installation and support of microcomputer hardware, software and operating systems; analysis, design and development of information systems; network hardware and software installation and support; network hardware and/or software problem diagnosis and resolution; performing any closely related professional IT function.
NOTE: For state employees this experience is interpreted at the level of an Information Technology Analyst 1.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in management information systems, computer science or information technology-related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
Experience with Microsoft 365 tools, including SharePoint, Power Automate, Power Apps, and the broader Power Platform Suite
Experience with FME Server and Desktop, Power BI development, Python scripting, and AI integration using technologies such as OpenAI GPT and Microsoft Copilot
Development and debugging experience in Visual Studio using the .NET framework (C# and VB.NET)
Experience in the use and support of GIS platforms, particularly ESRI tools (ArcGIS Pro and ArcGIS Enterprise)
Experience with Azure administration, including resource management, security, and cloud infrastructure optimization
Experience defining and implementing data standards, governance practices, and best practices to support enterprise data retrieval, visualization, and analytics workflows
