Position duties include the following:
Manages building capital construction projects including new construction and renovation/capital renewal or demolition for county building facilities. The work includes assisting management with the overall project management for professional services procurement and contract management for A-E design, space programming, planning and design management, value engineering, site and building permitting, sustainable/green building design and QC/QA for construction documents.
Assists management with the overall project management for schedule, budget, design quality, and customer service interaction.
Serves as construction manager (CM) responsible for bidding and contract administration for construction contracts. Manages all aspects of construction procurement methods, such as construction contracts, task orders and purchase orders to ensure quality, timely delivery, and cost effectiveness of the project.
The construction management role includes project safety, tracking construction progress and schedule management, construction QC, negotiation of contract claims for time and money, coordinating partnership with contractor, design team and project manager.
The construction manager conducts project meetings and inspections, manages submittals and contractor questions and responses, payment requests, project completion inspections and warranty inspections.
Provides technical constructability reviews during all phases of design and coordinates with all stakeholders during construction.
Visits sites to ensure construction quality control and conformance to construction documents.
Works with other county agencies, including county attorney, state-federal permitting, and environmental regulatory agencies.
Actively promotes a culture of safety on construction sites as well as within office settings.
Complies with CAPs safety program and guidelines and ability to drive a county vehicle.
Seeks and regularly attends voluntary and mandatory professional, departmental and available county training.
Performs other duties as assigned.

Required Knowledge Skills and Abilities

Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
Knowledge of computer applications and software (such as CAD) that are associated with the preparation of plans and engineering computations;

Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
Knowledge of real property descriptions;
Knowledge of environmental testing methods;
Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
Ability to plan and coordinate the work of team(s) and/or subordinates;
Ability to review construction documents, designs and proposals for costs, design
requirements and compatibility with county standards, guides and operational needs;
Ability to prepare reports, specifications, and contract documents;
Ability to meet and interact with the public;
Ability to prepare technical reports and to present findings in a clear and concise format;
Ability to make accurate CAD drawings and GIS maps;
Ability to perform accurate computations and prepare neat and accurate field notes;
Ability to collect and compile research data;
Ability to use a computer for word processing, preparation of spreadsheets, e-mail, and presentation materials.
