Overview:
Provides designs, specifies information systems solutions, and delivers the highest level technical direction in the development of new or existing applications to solve basic to complex problems or enhancements. Serves as a principal application designer for critical components and major modifications by effectively using analytical and technical skills, available technology, and tools in the evaluation of client requirements and processes. Provides solutions that are technologically sound and often directs and monitors the activities of less experienced personnel.
Primary Responsibilities:
Complete and oversee the most complex systems analysis, design, and development efforts.
Play a key role as a leader and individual contributor on complex projects.
Provide the highest level analytical consulting and leadership in identifying and implementing new uses of information technologies to assist the client and Bank in meeting short-term business goals and long-term strategic objectives.
Direct and monitor less experienced resources and coordinate development tasks for any scope project. Prepare and manage the technical component of project plans.
Collaborate with Development, Operations, and Technology teams in overall systems development from technical analysis to user acceptance testing.
Prepare and review test data, execute detailed test plans, and complete any required debugging.
Evaluate and understand highly complex interrelationships and effects among programs, interfacing applications, and platforms.
Prepare thorough, clear technical and functional specifications and update systems documentation. Review documentation prepared by less experienced staff.
Prepare and review project assessments including required tasks, estimated timeframes, and effort.
Maintain efficient operation and effectiveness of supported applications.
Recommend new technology, policies, or processes to improve the organization. Lead or participate in technical evaluations of vendor software.
Follow and promote use of development standards and procedures.
Maintain expert working knowledge of supported applications, development environments, and client environments.
Assist in developing expense and capital budgets.
Monitor employee performance and may prepare annual appraisals.
Understand and adhere to Company risk and regulatory standards, policies, and controls. Identify risk-related issues needing escalation.
Promote an environment that supports diversity and reflects the M&T Bank brand.
Maintain internal control standards, including audit point implementation and addressing external regulator issues.
Complete other duties or projects as required, including leading due diligence, cost/benefit analysis, or business study activities.
Scope of Responsibilities:
Works under supervision of Technology management but competent to independently handle all high-level systems analysis and technical phases of development.
Capable of managing others on any scope project and often leads project activities.
Monitors staff performance related to project completion and effectiveness.
Participates in the development of less experienced staff.
Interacts with senior management, technology personnel, clients, and vendors.
May provide backup to higher management and serve as a technical representative on committees or ad-hoc projects.
Education and Experience Required:
Minimum of an Associate's degree and 6 years systems analysis/application development experience, or in lieu of degree, 8 years combined higher education and/or work experience including 6 years systems analysis/application development experience.
Familiarity with application development software and hardware platforms.
Proficient with PCs, project management, word processing, and spreadsheet software.
Ability to manage multiple complex projects.
Excellent problem-solving, verbal and written communication skills, with experience presenting to technical and non-technical audiences.
Strong organizational and time management skills; detail-oriented with lateral thinking capabilities.
Experience coordinating between Applications and business units.
Experience recommending and implementing system solutions.
Proven mentoring and leadership capabilities from a project management perspective.
Education and Experience Preferred:
Good understanding of the Bank's application framework.
Subject matter expert with knowledge or experience in the supported application/system.
Advanced knowledge of applications and integrated systems.
Ability to work independently and in team environments.
Ability to multitask on complex projects.
Mastered knowledge of the entire system to handle projects beyond normal business-as-usual activities.
Technical Skills:
Must have 10+ years overall experience designing and developing full-stack web applications using WebForms, .Net MVC, C#, SQL Server, Angular.
5+ years Angular (including PrimeNG/KendoUI).
5+ years .Net Core (version 6+) and C#.
10+ years .Net Framework 4.8 and C#.
3+ years Web API and Entity Framework Core (ORM).
5+ years ASP.Net WebForms.
3+ years Unit Testing and Mocking tools experience.
5+ years SQL Server.
2+ years GitLab.
Nice to have: Dependency Injection Frameworks (3 years), DevOps (CI/CD scripting and support - 2 years), Docusign and Filenet integrations.
Must have 3+ years experience with Azure Cloud migration, including refactoring and moving web applications to Azure Cloud.
Strong knowledge of SOLID principles and clean coding practices.
Excellent verbal and written English communication skills and the ability to interact professionally with a diverse group are required.
