This vacancy may be used to fill additional positions within 90 days of the closing date. Responsibilities The incumbent in this position will perform duties as a Cloud Resource Manager. Plans and develops organization-wide procedures for protection of all system resources and services to run the business of a headquarters command entity. Ensures acceptable and consistent response times and maintains a high level of system availability. Develops contingency and recovery plans for backups and disaster recovery tests, evaluates plans, and implements when necessary. Evaluates alternatives that may reduce restore times and reviews tool sets that are used for system recovery. Carries out difficult and complex assignments and develops new methods, approaches, and procedures for the installation, operation, and maintenance of operating systems. Troubleshoots complex problems, and applies policies, procedures and strategies that ensure optimization and integration of operating environment. Applies the interrelationship of multiple IT disciplines, modeling, and simulation to all new system development. Maintains all contacts for the system under purview to include maintenance, warranty, and software licensing. Evaluates and recommends adoption of new or enhanced approaches to delivering system administration. Provides expert technical support to personnel in the division, system administrators, engineers, and the support desk. Mentors staff and shares expertise. Provides advice, guidance, and support to non IT managers and customers. Requirements Conditions of Employment Qualifications QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. MINIMUM QUALIFICATIONS: Progressive experience in information technology positions which includes one year of specialized experience in the fields of systems administration, information assurance and security and understand the interrelationships of multiple IT disciplines. Must be skilled and experienced in applying IT policy and planning concepts and practices; and possess experience in a wide variety of operating systems, protocols, and equipment used in customer organizations. Must have knowledge of and be able to apply methods, approaches, and practices for quality improvement. The experience must be equivalent in scope and complexity to the next lower grade level (including private sector equivalent). Or A doctorate degree in computer science, information science, information systems management, technology management, or doctorate degree in other disciplines which included at least 24 semester hours in one or more of the fields identified above. In addition to the above, candidates must possess: 1. Attention to Detail: Demonstrated experience performing complex remote configuration of various devices. 2. Customer Service: Demonstrated experience reporting, responding to, and resolving service requests. Experience in remote troubleshooting and repair with tier 1 onsite support. 3. Communication: Demonstrated experience preparing presentations, delivering training, and communicating complex issues telephonically to customers in remote locations. 4. Problem Solving: Demonstrated experience in evaluating/troubleshooting systems (design, testing, installation, operations, management, and maintenance), and developing solutions to improve performance, resolve customer problems. HIGHLY QUALIFYING CRITERIA: 1) Knowledge and understanding of scanning tools (i.e. Assures Compliance Assessment Solution (ACAS) and associated Security Suite (Nessus)). 2) Knowledge and understanding of Security Technical Implementation Guides (STIGs) and automated benchmarks (Security Content Automation Protocol (SCAP). 3) Knowledge and understanding on the use of DISA Enterprise Mission Assurance Support Service (eMASS) workflow tool. 4) Knowledge of financial management practices and budget analysis. 5) Knowledge of and ability to apply governance disciplines to MWR business operations. 6) Graduate degree in computer science, information science, information systems management, technology management, or cyber security. 7) Proven ability to lead large-scale cloud migration and sustainment projects, including planning, resourcing, and execution oversight. 8) Technical expertise in enterprise-level operations including cloud architecture, virtualization, networking (Army and commercial), storage, automation (e.g., IaC), and database systems.
