Koniag Management Solutions, a Koniag Government Services company, is seeking a Grants Operations Manager to provide grant management services across various federal programs for our HHS client located in Washington, DC.

The Grants Operations Manager will oversee the grant application review process for federal funding programs. This position plays a crucial role in ensuring efficient and compliant review of grant applications while maintaining high standards of quality and accuracy.
Primary Functions & Responsibilities
The Grants Operations Manager will:
Assist Project Manager with managing competition-specific schedules, resources, task allocations, and task execution.
Set up panels in the Application Review Module (ARM) and conduct intake in GrantSolutions.
Support with review of Standard Operating Procedures (SOPs).
Coordinate with federal agency clients to establish review criteria and requirements.
Provide technical assistance for grant reviewers in ARM.
Facilitate review panel meetings and consensus discussions.
Position Requirements
Clearance : Ability to obtain and maintain a Public Trust security clearance.
Education:
8 or more years of experience, B.A. in a related field, M.A. preferred. 5-10 years of experience may be used in lieu of education.
Experience / Skills / Competencies:
At least eight or more years of progressive management experience and the ability to ensure all cost, schedule, and performance measures remain on schedule.
Team leadership and staff management experience, including previous federal project management experience.
Provide project analysis, preparation of recommendation documents, and presentation to senior-level decision makers.
Six or more years of experience working with a high volume of federal grant applications and federal grant panel review processes annually.
Proven track record for project management of a high volume of applications, ensuring tasks are accurately completed with significant attention to quality control. Demonstration of this qualification must be measurable.
Program Management:
Bring strong project management expertise and experience in federal processes and metrics.
Demonstrate leadership and team management experience.
Support all task areas, focusing on panel member management and reporting.
Knowledge of process improvement methodologies.
Data and Writing:
Demonstrated proficiency in reviewing, aggregating, and presenting data gathered from multiple sources, providing data management, analysis, correspondence, technical writing, and editing.
Experience in developing comprehensive technical documentation and user guides, ensuring clarity for both technical and non-technical stakeholders.
Knowledge, demonstrated experience, and skills in using and maintaining a wide variety of existing information technology applications, including advanced spreadsheet operations, relational databases, internet-based applications, including webinar and database applications, and word processing, publishing, and presentation application solutions.
Prepare detailed reports on reviewing outcomes and process performance.
Communication and Presentation:
Demonstrate proficiency in communicating clearly, both orally and in writing, and produce high-quality written products such as memoranda, presentations, and correspondence.
Proven record for providing project analysis, preparation of recommendation documents, and presentation to senior-level decision makers.
Excellent written and verbal communication skills with the ability to write organizational and technical reports for various audiences, including responses to ACF, HHS, Congress, or the public.
Grants Know-How: Experience with federal grants management and application experience, large-scale federal competitive grant processes, and electronic federal grants systems such as GrantSolutions.
Familiarity with the structure of Notices of Funding Opportunities (NOFOs), previously Funding Opportunity Announcements (FOAs), and standard forms of federal grants.
Good to Have :
Client familiarity: Experience with Health & Human Services (HHS), particularly the Administration of Children and Families (ACF) and the Office of Head Start (OHS).
Experience working with or knowledge of Head Start, childcare, early childhood education, or other educational programs is preferred.
Experience with electronic federal grants systems such as GrantSolutions and Application Review Module (ARM) is preferred.
