As a member of MINNCOR's top management team, this position leads and participates in managerial level strategic planning and decision making and may assist in performing the duties of the CEO during absences. This position formulates and administers company policies and develops long range goals and objectives. Reviews analyses of activities, costs, operations, and forecast data to determine progress toward stated goals and objectives. Confers with and recommends strategy to the Chief Executive Officer and other executive personnel to review achievements and discuss required changes in goals, objectives and operations resulting from status and conditions. Serves as member of executive committees on special studies and projects statewide and nationally. The person in this position has a thorough understanding of the relationship with and between the Sales, Business Development, Operations, Finance, Marketing and Program divisions of the company. This position exists to ensure that an efficient and competitive business model is employed under the auspices of state government.
*This position is eligible for telework to applicants who reside in Minnesota or a bordering county along the Minnesota state line. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.
Minimum Qualifications

Four (4) years of progressive and cross-functional supervisory experience in mid to large size accounting or financial management operations within the last ten years. A Bachelor's degree in accounting, finance, business management, public administration, or other closely related field may substitute for one (1) year of experience.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Knowledge of:
Extensive knowledge of generally accepted accounting principles (GAAP) - both government (fund) and private manufacturing (accrual) and Government Accounting Standards Board (GASB) and Financial Accounting Standards Board statements.
Experience in:
Using a large, complex Enterprise Resource Planning (ERP) system such as Oracle, Peoplesoft, IBM, Hyperion, CGI in similar size and scope to the state.
Microsoft Office Suite including Outlook, Excel, PowerPoint, and Word.
Information technology (software and architect) including, Enterprise Resource Planning (ERP) programs and cost/benefit analysis sufficient to recommend and oversee the development of information technology solutions for MINNCOR.
Skilled in:
Administering accounting, budgeting, cost allocation, auditing requirements, internal control, or risk assessment practices.
Developing and directing financial plans to align with strategic business plans.
Implementing best practices and tools to ensure strong fiscal management, project coordination and cross-team communications.
Financial forecasting and modeling not only based on past performance but on internal and external factors that may affect revenue and expenses.
Oral and written communication skills sufficient to effectively interact, build partnerships and communicate complex information to a varied audience demonstrating command of engagement and effectively collaborating with diverse perspectives, cultures, identities, and professional approaches to business and leadership.
Strong human relation skills to foster and maintain trust, cooperation, transparency and integrity in the conduct and implementation of processes or projects to overcome resistance tactfully and successfully.
Preferred Qualifications
Master's degree in accounting, finance, business management, public administration, or other relevant field of study.
Experience in:
Local or state government operations and business practices including applying Generally Accepted Accounting Principles (GAAP) and practices (GAAP) for government, and/or interpreting and applying legislation and state and federal laws and regulations.
Statewide enterprise systems such as Statewide Integrated Financial Tools (SWIFT), Statewide Employee Management (SEMA4), Budget Planning and Analysis System (BPAS), Capital Budget System (CBS), Fiscal Note Tracking System (FNTS), Appropriation Management Application (AMA), Enterprise Learning Management (ELM), Information Access Warehouse (IA), and/or other reporting tools.
Leading change and management skills to effectively lead including strategic planning, managing workload, performance management, team building, change management, process improvement, conflict management, negotiation, problem identification and resolution activities toward a positive outcome.
Sales and product cycles of a manufacturing entity.
Auditing standards and processes.
Epicor ERP.
