Job Description:
The Integrated Mission Systems segment is seeking a finance professional who will assist the segment's Principal Cobra lead on the oversight, application, and operations of Cobra (earned value management tool). With current revenues of approximately ~$7 billion, the IMS segment is a growing and highly dynamic business consisting of diverse business models, robust pipeline, U.S. government and international offerings and complex entity structures across both domestic and international operations. This position is responsible to work with the operating sites on implementing the established segment's Cobra business processes, training, and tools and assisting with on-going operations and maintenance.
Essential Functions:
Cobra Duties w/oversight from the IMS Principal Cobra lead
Support operational needs of the Cobra application; including requirements definition, security architecture, change management process, common fields & use and system validation/testing.
Support mitigation to Cobra across all IMS
Support creating business unit on-boarding process; including site prerequisites, process steps, roles & responsibilities, data migration, go-live criteria
Support creating new program set up checklist for Program Financial Analyst and admins
Support providing standard reports / export tools; ERP and Integrated Master Schedule automation tools to interface with Cobra
Support in the development of training and instruction of Cobra & earned value
Provide direct user support: helpdesk and site engagement sessions
Coordinate with IMS Principal User/Deltek on cobra specific issues that are outside of IT scope
Support segment change board lead, and support liaisons to corporate IT and PMX organizations
Earned Value Management Systems (EVMS) duties w/oversight from the IMS Principal Program Controls
Assist with ensuring the overall EVM compliance and health of IMS Segment programs
Must be analytical and able to assess and interpret EVM data, metrics, and trends
Support the ongoing enhancement and refinement of the Earned Value Management (EVM) processes in collaboration with the Program Management leadership team.
Support EVM training material development and updates
Other Functions
Works under general supervision
Responsible for providing guidance, coaching and training to other employees
Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures
Makes/recommends moderate improvements to systems and processes
Ability to Travel - up to 15%
Qualifications:
Bachelor's degree in Business, Finance or Information Technology and a minimum of 4 years of prior relevant experience or a Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
Demonstrated experience managing projects or processes with general oversight.
Knowledge of Deltek Cobra application
Experience with Earned Value Management Systems and government contracting
Experience with program controls/program management processes,
Familiarity with Defense Federal Acquisition Regulations, EIA-748-D, EVMSIG, and NDIA Intent Guides.
Must have demonstrated planning, organizational, analytical, and communication skills.
Preferred Additional Skills:
Demonstrated ability to work cross-functionally, across geographically dispersed teams
Experience with Deltek Other Tools (OPP; PM Compass) a plus but not required
