Summary The Supervisory Information Technology Specialist (Branch Chief) is in the Administrative Office of the U.S. Courts, Department of Technology Services, Technology Solutions Office, Enterprise Architecture Division, Business Architecture Branch. The Technology Services Office is responsible for the Judiciary's technical framework, enterprise architecture, standards, and processes. Responsibilities The Supervisory Information Technology Specialist (Branch Chief) is responsible for leading and mentoring teams of federal business architects and contractors in creating, establishing, and managing an outcome-driven enterprise business architecture program aligned and integrated across all architecture domains. The incumbent is responsible for creating and managing programs to develop and govern business architectures, strategies, capabilities, and roadmaps and leveraging and enhancing the enterprise architecture toolset to facilitate knowledge sharing, data-driven decision making, and governance. The incumbent fosters open communication and collaboration across the Judiciary, works closely with stakeholders to identify opportunities for innovation and optimization and supports the evolution of the Enterprise Architecture Division's services and operations. This position reports directly to the Chief Enterprise Architect. Duties of the position include, but are not limited to: Collaborating with the Chief Enterprise Architect and Chief Technology Officer to design, implement, lead, and manage a comprehensive business architecture program for the Judiciary in coordination with the Technology Architecture Branch. Leading, mentoring, managing, and supervising subordinate employees and contractors, ensuring effective program execution. Performing tasking, monitoring, and performance management for all business architecture efforts. Designing, implementing, and managing an enterprise business architecture program to facilitate business strategy formulation across the Judiciary and identify business capabilities and innovation opportunities. Working closely with business and IT executives and leaders to understand the business and operating models and managing organizational and culture change. Leading and managing the construction of deliverables, including business outcome statements, strategy on a page, scenario plans, business capability models, value-stream maps, business process models, customer and user profiles, journey maps, and investment roadmaps. Continuously assessing the effectiveness of the business architecture program by developing and monitoring performance metrics and delivering and implementing improvement plans to optimize program performance. Ensure the EA toolset delivers necessary information and artifacts to business leaders, executives, and other stakeholders, effectively communicating business architectures, artifacts, and metrics to drive organizational alignment and understanding. Advising solution architects and stakeholders on business-focused risks, needs, costs, benefits, and impacts. Supporting the development and application of guiding principles, standards, and minimal-viable architectures. Developing and managing a program to support business leaders and executives with business modeling, innovation management, IT investment analysis, process modeling, business capabilities mapping, and journey maps. Researching and sharing information on emerging enterprise architecture trends and disruptions, informing the organization of potential opportunities and challenges, and providing recommendations for proactive adaptation. Establishing and maintaining strong relationships with key stakeholders across the Judiciary, including business leaders and IT executives, to ensure the business architecture program effectively supports the organization's goals and objectives. Developing and implementing a communication and change management strategy to ensure the successful adoption and integration of business architecture practices and deliverables. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience: Leading an enterprise or business architecture program with direct responsibility for program organization, operation, performance, strategy formulation, business analysis or analytics, business architecture, and program management. Managing, leading, supervising, and directing staff with responsibility for staff's personal development, skills assessments, training guidance, and performance. Working with business and IT executives and leaders and developing and presenting opinion papers, analysis, roadmaps, and presentations communicating complex business and technical scenarios and problems to C-suite and senior management.
