This is a non-classified position in the State of Idaho's position classification system, seated in the Central Office of Idaho Division of Vocational Rehabilitation (IDVR) on the Capitol Mall.

Purpose of Position :
Reporting to the Financial Officer, this position provides professional accounting expertise and support to the Idaho Division of Vocational Rehabilitation.
Outline of Responsibilities:
Utilizes strong analytical and research skills to perform forecasting of financial operation to include budgeted expenditures and financial recovery
Prepares and maintains Agency budget and develops operating unit budgets
Develops and maintains accounting systems, plans and reviews financial operation, and handles difficult or sensitive financial matters
Researches and analyzes financial documents to ensure compliance with federal and state laws, regulations, and accounting principles
Develops and prepares complex financial documents such as financial statements and cost analyses
Designs, modifies, and implements financial-related accounting systems or plays a significant role in their development
Utilizes current information technology to analyze, research, and maintain financial data, develops financial documents, and resolves problems
Analyzes technical financial problems and provides professional assistance and advice concerning their solutions
Manages Federal grants in accordance with Federal cost principles and reporting requirements
Minimum Qualifications:
Good knowledge of:
Accounting principles and practices;
Typically gained through 5 years of professional level accounting experience or successful completion of the core requirements for a Bachelor's Degree in Accounting
Experience:
Developing and preparing financial documents
Using a personal computer to develop, analyze, and report on financial data
Analyzing financial activities and recommending management action
Desirable Qualifications :
Experience using State of Idaho's accounting system and applications
Demonstrated the ability to adapt to a changing environment and handle multiple priorities
Minimum 3 years' experience in accounting practices, multi-level spreadsheet development and manipulation, and devising specialized financial reports as needed
Demonstrated strong written and oral communication skills
Good knowledge of grant management and Federal reporting requirements
Experience researching, troubleshooting and analyzing financial documents to ensure compliance with federal and state laws, regulations, and accounting principles
Experience developing a budget
Demonstrated interpersonal skills working in a team environment to support agency goals
