The City of Bowie Police Department is seeking a qualified professional for the position of Accreditation and Records Manager. This civilian position provides management and oversight to the staff and operation of the police records office. The selected candidate will ensure that the police departments vital records are maintained, disseminated, protected, and disposed of in accordance with applicable federal, State, and local laws, as well as City and departmental policies.

Additionally, as the Bowie Police Department is accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA), the incumbent will work closely with the Chief of Police, the command staff, and other managers and staff throughout the City government for the purpose of maintaining the departments accredited status, by identifying compliance issues, recommending corrective actions, and assisting the command staff in developing policies and administrative practices consistent with all legal requirements and law enforcement best practices.

Essential duties include but are not limited to:

Provides leadership, management, and supervision to the staff of the police records office.

Overseeing the department's Records Management System (RMS) and related records technologies, while working with appropriate personnel and vendors to identify operational and system improvements.

Develop and maintain quality-control procedures and conducts periodic audits of police records and records-management practices.

Coordinating official responses to requests for police records under the Maryland Public Information Act and other applicable disclosure requirements, in consultation with appropriate City officials, staff, and the City Attorney.

Coordinating records retention and disposition activities consistent with applicable Maryland records-retention schedules and City requirements.

Serving as the Police Department's Manager, and subject-matter expert regarding accreditation standards and maintenance processes, and as the primary liaison between the police department and CALEA and/or accrediting organization representatives, assessors, and other law enforcement accreditation professionals.

Establishing systems and timelines to ensure required reports, reviews, inspections, analyses, inventories, and other time-sensitive accreditation activities are completed.

Working collaboratively with command staff and subject-matter experts to develop and implement new or revised Department policies.

MINIMUM QUALIFICATIONS

Bachelor's degree in Criminal Justice, Public Administration, Business Administration, Records or Information Management, or a related field.

Five years of progressively responsible experience in records administration, and/or accreditation management, or policy development and administration.

Two years of supervisory experience.

Demonstrably successful program-management experience.

*Some combinations of education, training, and experience deemed equivalent to the above listed requirements may be considered.

PREFERRED QUALIFICATIONS

Experience managing or supervising a municipal or other law enforcement records operation.

CALEA Accreditation Manager certification or other recognized accreditation-related training.

Experience administering a law enforcement Records Management System.

Experience with PowerDMS or comparable policy/accreditation management software.

SALARY:

$89,270 (This is an FLSA exempt position)
