Summary:
The Associate Chief Human Resources Officer (ACHRO) supports the CHRO and the HR team in the development and effective delivery of HR initiatives, strategic goals, HR products and services, and response to the needs of employees.
The ACHRO plans, manages and executes HR initiatives, employee relations strategy and management consultation in collaboration with the CHRO. The ACHRO serves as the leader for HR projects and initiatives for the HR employee relations team in addition to managing a group of leadership clients in partnership with the HR Business Partners (HRBPs). This partnership will require vertical alignment of human resources strategy and practice within departments.
The ACHRO will have primary focus for the following:
Key CRHO Support & Alignment.
Employee Relations Support for departments and leaders.
Direct management and supervisors of HR Business Partners. Oversees Employee Relations activities and supervises delivery of services by HRBP team. Provides expert consultation to the HRBP team in all aspects of employee relations and policy administration.
Project Management. Coordinates special projects as assigned and may assume short-term responsibilities outside normal job duties. Collaborates with HR Shared Services colleagues on related projects and tasks as needed.
HR Process Improvement Initiatives.
Employee Engagement Plan, Focus and Follow Up.
Regulatory and Compliance oversight.
Analyzes HR trends and strives to improve human capital metrics.
Assists with the development and implementation of HR programs.
Assists leadership with program development and restructuring, acts as a collaborative change agent during reorganizations.
Has a "mission view" and can strategize across work units.
Acts to resolve recruitment related issues, coordination between recruitment, compensation and operations. Works as intermediary between managers and compensation as needed.
Responsibilities:
In partnership with the CHRO, positively represents HR and UPHS management, and provides collaborative professional counsel to the HRBP team, health system elders and staff at all levels within the organization. Provides leadership regarding employee issues. Consultation provided complies with legal and state/federal regulations and UPHS policy to enhance productivity and minimize the potential for litigation.
Fosters a transparent and employee focused work environment by ensuring that UPHS HR process are being applied fairly and consistently by all managers.
Advises employees and managers regarding the UPHS policies and procedures.
Investigates causes of employee/supervisor disputes and grievances and recommends corrective action. Seeks to resolve conflict informally whenever possible.
Performs research as a basis for recommending changes in policies and procedures.
Maintain contact with new hire leaders throughout the first year of employment (30-, 90- and 365-day check ins).
Participates in the planning of employee events including HR department staff meetings, Service Director Meetings and employee recognition events.
Provides leadership for workforce planning, included talent reviews, restructuring, reflections and reorganizations.
Monitors HR metrics in conjunction with CHRO and recommends strategies to make improvements.
Assist managers in the development of accurate and appropriate Job Descriptions.
Maintains strong knowledge of current employment laws/regulations/rules to provide accurate HR counseling. Participate in Administrative proceedings such as PHRC, EEOC, etc. Provides EEO/HIPAA Investigation Support Oversight.
Establishes positive relationship with employees and peers, managers, senior leadership and entity staff by responding to their individual needs in a timely manner.
Identifies opportunities for performance improvement.
Establishes targets for employee engagement development.
Focuses on his/her own professional development.
Licenses, Registrations, and Certifications:
HR certification such as PHR/SPHR, SHRM-CP, SHRM - SCP (Preferred).
Education or Equivalent Experience:
Bachelor of Arts or Science (Required).
5+ years experience in a multifaceted Human Resources Business Partner or Employee Relations role with an increasing level of responsibility (Required).
2+ years of supervisory or management experience (Required).
Master of Arts or Science in Human Resources, Business or related field (Preferred).
