*Associate's Degree in Accounting, Finance, Business Management or other relevant field and one (1) year of experience in accounting
Or
*Any equivalent combination of education and experience relevant to the position totaling four (4) years.
Certifications:

Job Summary
The Accountant for the Cascade County Accounting Department (Accounting) manages the accounting for County operations, individual offices/departments or programs, and directs daily fiscal operations to provide for sound fiscal procedures in compliance with Generally Accepted Accounting Principles (GAAP), practices and standards and Generally Accepted Auditing Standards (GAAS) and state and federal rules and guidelines The Accountant will be responsible for and involved in advanced accounting tasks within County offices/departments. The Accountant will provide timely, accurate data, status updates on contract billing and forecasting for fiscal year planning, make recommendations on possible cost savings, assist in cost accounting of the division's management team, participate as a productive member of the County's Accounting team. The Accountant may supervise, advise or direct the work of Accounting Assistants/Technicians in their assigned area. This position may function as a backup to other County accountants and perform accounting functions and provide accounting assistance in other County offices/departments as part of the County's centralized accounting operation; and will perform other duties as required or assigned in support of Accounting operational needs.
Essential Job Duties and Responsibilities
Oversees departmental budget process to ensure compliance with directives; Provides advice and direction regarding internal policies and procedures; Provides basic analysis of accounting data and develops revenue and expenditure reports to keep management aware of current revenue situations; Projects revenue excesses and shortfalls and recommends solutions; Reviews expenditures and analyzes and recommends modification to the spending plan; Manages accounts receivable and fiscal procedures for funding sources to ensure funds are available for intended purposes, state and federal reporting requirements are met and to prevent disallowances or audit findings; Interprets standard federal grant management requirements including match requirements and ensures compliance with internal grant management policies to ensure compliance; Manages accounts payable to ensure expenditures are recorded to the correct funding sources that expenditures are allowable according to funding source guidelines and an accurate record of income and expenditures is available; Runs financial statements to provide current status of the organization's fiscal situation; Prepares for and be primary department contact for financial audits including but not limited to the internal audits and funding source audits; In collaboration with the Chief Financial Officer (CFO), assists in reviewing new or revised County policies and procedures for accounting and financial control; Makes policy development recommendations to CFO related to protocol and compliance issues with regard to internal new employee orientation, support staff training, personnel management decisions, budget preparation, grant and contract tracking; As directed, represents Accounting at Board of County Commissioners (BOCC) Board meetings and other meetings regarding financial information and/or reporting; May supervise, advise or direct the work of Accounting Assistants/Technicians in their assigned area; May function as a backup to other County accountants and perform accounting functions and provide accounting assistance in other County offices/departments as part of the County's centralized accounting operation; Conducts other duties or special projects as assigned by the CFO; Works with the County's data processing division to coordinate and implement the use of computer technology with assigned accounting duties and functions; Complies with and strictly adhere to departmental, County, State and Federal confidentiality, privacy and safety/security laws, rules, policies, guidelines and practices regarding highly sensitive and personnel matters and topics; Prepares and submit accurate, timely reports and records and maintain updated files; Proficiently operates a computer and achieve knowledge of additional computer applications as needed to complete required job duties; Works collaboratively with management, co-workers, multiple agencies and organizations; Establishes and maintains professional and effective working relationships with the CFO, co-workers, other County offices/departments, employees and the general public; Practices good public relations and display sound judgment and decision-making skills within established policies and procedures in stressful situations; Multi-tasks and maintains concentration during frequent interruptions and meet challenges with resourcefulness through original thinking and creativity; Understands and follow oral and/or written policies, procedures, and instructions; Demonstrates high attention to detail; Establishes and maintains effective working relationships with other County departments, employees, federal and state agencies, private agencies and the public; Communicates in a professional and effective manner with others, both orally and in writing; Reads, reviews, analyzes, compiles, comprehends information and materials; Remains flexible and meets established timelines and/or deadlines; Observes established lines of authority; Identifies problems that adversely affect the organization and its functions and offer positive suggestions for improvements; Works independently and as a team member with minimal supervision; Organizes and prioritizes tasks and work environment to maximize efficiency; Demonstrates punctuality and observes established work hours; Makes independent decisions, accept responsibility and be self-motivated; Performs other duties as required or assigned in support of Accounting operational needs.
Knowledge and understanding of:
GAAP practices and standards; GAAS; Government Accounting Standards Board (GASB); State of Montana's Budgetary Accounting and Reporting System (BARS); Governmental fiscal administrative processes such as budget development and disbursement, rate setting, accounting, grant administration and purchasing; County and departmental policies, procedures, standards and guidelines; County state and federal confidentiality, privacy and security laws, rules, policies, guidelines and practices; Supervisory techniques, principles and practices; Intermediate to advanced software knowledge in Microsoft Office including Word, Excel, Internet and Outlook; County safety rules, procedures and practices; English usage, spelling, grammar and punctuation; Applicable Montana Code Annotated, rules and regulations; In depth knowledge of computerized financial software, Word, Excel, Outlook; Basic office equipment.
Skills in:
