Summary This position is in the Veterans Benefits Administration Compensation Service, Digital Resources Management Team under the Assistant Director of the Systems Support and Operational Review Division. The incumbent serves as the Senior Program Analyst. The primary focus of the Digital Resources Management Team is to develop practical strategies and solutions that will improve the productivity and effectiveness of compensation benefits operations nationwide for both CS employees and veterans. Responsibilities Specific duties include: Incumbent serves as the sole team lead and senior program analyst on the Digital Resources Management team, with direct impact on the Compensation Service (CS) digital footprint, including technical support components, SharePoint, and other applications. Serves as a consultant and advisor on CS business applications, systems planning, oversight, and information technology, coordinating with internal and external stakeholders. Incumbent leads other team members, including customers assigned to assist the team, to complete tasks from time to time, and provides executive oversight of the team in the absence of the supervisor. As the only lead position on the team, the incumbent is the point of continuity for technical standards and team operations during periods when the supervisor is unavailable. Incumbent maintains and executes provisioning, configuration, and decommissioning policies and procedures for SharePoint Online solutions. Develops and customizes SharePoint Online solutions using SharePoint, Power Apps, Power Automate, and Power BI. Administers SharePoint Online site collections, including permissions management, content management, and site configuration. Configures and maintains integration between SharePoint Online and other Office 365 applications such as Teams and OneDrive. Incumbent collaborates with agency stakeholders to gather requirements and design innovative SharePoint solutions leveraging the Power Platform. Designs and implements Power Apps and Power Automate solutions to automate processes and improve efficiency, troubleshooting and resolving issues related to SharePoint Online and the Power Platform, including upgrades, migrations, and outages. Maintains proficiency with emerging trends, features, and best practices in SharePoint Online and the Power Platform. Incumbent develops requirements, specifications, design, testing, and training documentation to implement more efficient and effective service approaches for VBA's customers, including reviewing, revising, and developing policies and procedures for VBA offices nationwide. Incumbent conducts analysis and audits of data to improve operational effectiveness, working with internal and external stakeholders to represent CS in briefing VA leadership and labor on initiatives and solutions. Serves as a mentor and trainer to team members and provides executive oversight in the absence of the supervisor. Incumbent works with teams of Senior Executive Service Directors, technical staff, and subject matter experts to implement CS business system initiatives. Analyzes and identifies program areas for improvement through automation or policy/procedure changes and recommends required changes. Incumbent performs project management and analysis tasks, keeping assigned activities on track at all phases. Establishes project milestones and target dates, revises dates to reflect new information and dependencies, and negotiates with management and sponsors/users on scheduling. Furnishes expert advice and technical assistance on proposed policy and procedural changes affecting the processing of veterans' claims and services. Incumbent develops effective internal management controls and administrative processes to resolve problematic issues, monitors progress against formal plans, prepares status reports and correspondence, and integrates the work of project teams spanning multiple organizations and locations. Incumbent prepares documentation necessary to develop automated interfaces with legacy and other information systems, identifying data elements needed to complete interfaces. Conducts information and training sessions with users and other interested parties. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Specialized Experience is experience that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically in or related to the work of the position to be filled. You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is characterized by expert-level, independent experience with information resource planning, application of technology, and program/project management at an enterprise or nationwide scale, including experience leading or providing technical direction to team members on tasks or projects. The applicant must document a minimum of 1 year of experience independently designing, developing, configuring, troubleshooting, and leading enterprise-level implementation of electronic tools and systems used within the government space, such as SharePoint, Power Platform (Power Apps, Power Automate, Power BI), internet/intranet web development, and/or SQL Database. This requires experience with, at a minimum, design, development, maintenance/troubleshooting, and providing expert advice, mentorship, or technical leadership to others on these systems. Experience limited to observation, training, or team participation without direct individual ownership of design, development, troubleshooting, or leadership does not meet this requirement.
