Duties Description Under the direction of the Director of Employee Relations, the Agency Safety and Health Director 1 will serve as OPWDD's enterprise coordinator, advisor, analyst, and quality assurance lead for employee health and safety matters. Responsibility for resolving safety and health concerns will continue to lie with appropriate management staff and subject matter experts (Regional HR, Property Supports, Security, program leadership, etc). Duties of the position include but are not limited to: · Serve as the agency's enterprise coordinator for employee health and safety programs, effectively chairing and coordinating the agency's health and safety program and facilitating collaboration among program stakeholders.· Provide agency-wide leadership regarding governance, administration, consistency, and continuous improvement of employee health and safety initiatives.· Provide oversight of Workplace Violence Prevention, Employee Injuries and Return-to-Work Programs, Workplace Safety and Health Concerns, PESH-Related Activities, Domestic and Gener-Based Violence Support Programs, Safety Priority Locations Program.· Develop and maintain agency-level employee health and safety policies, procedures standards, and guidance.· Recommend improvements to employee health and safety programs.· Provide consultation and technical assistance to stakeholders regarding agency processes and responsibilities.· Monitor agency-level health and safety initiatives and recommend corrective or preventive strategies. · Coordinate cross-functional efforts involving employee health and safety initiatives. · Provide executive leadership with recommendations regarding emerging health and safety risks· Serve as the agency's coordinating authority for employee health and safety matters requiring involvement from multiple organizational units.· Facilitate communication among Human resources, Property Supports, Security, Emergency Management, Counsel's Office, Employee Health Services, Labor Relations, Training, and facility leadership.· Ensure corrective actions are assigned to the appropriate stakeholder.· Oversee agency-wide health and safety tracking systems and reporting mechanisms.· Provide agency-wide coordination of PSEH complaints, regulatory inspections, closing conferences, citation tracking, abatement monitoring, correction action tracking, and appeal deadlines and status monitoring. · Conduct trend analysis involving injuries, hazards, workplace violence incidents, safety complaints, PESH matters, and other employee health and safety concerns.· Serve as the statewide coordinator for the Agency's Safety Priority Locations Program. Minimum Qualifications Promotion: one year of service as an Agency Safety and Health Representative 2 and reachable on the current Civil Service eligible list for this title. Open Competitive:Seven years of experience in the development and administration of occupational health and safety programs in an organization of 500 or more employees, or with multiple locations.Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.Transfer:Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.- If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.- Preference will be given to OPWDD employees impacted by closures.
