Summary About the Position: Incumbent will serves as an Administrative Officer. The incumbent applies analytical and evaluative methods, and techniques to oversee contract performance, manages district-wide onboarding frameworks, and analyzes procurement and budget expenditures. These substantive administrative support functions directly facilitate the Jacksonville District's line operations. Responsibilities Serves as a certified Contracting Officer Representative (COR) for SAJ service contracts (Mailroom, FedEx, Leadership Development Program). Monitors contractor compliance via the Quality Assurance Surveillance Plan (QASP) and executes monthly invoice certifications in WAWF/PIEE. Acts as Lead Procurement Specialist for the Business Management Branch; executes credit card acquisitions via the Government Purchase Card (GPC). Generates and tracks accounting obligation documents; assists in fiscal year budget formulation and variance analysis. Serves as Principal Advisor to district leadership on human capital onboarding, culture integration, and retention metrics. Evaluates orientation processes using qualitative surveys, supervisor feedback, and command-wide metrics. Serves as the Lead Site Security Manager (SSM) for the Common Access Card (CAC) office, administering the RAPIDS and DEERS systems. Performs mandatory weekly audits of RAPIDS system audit logs, retaining records for a minimum of one year. Specialized Experience: One year of specialized experience which includes providing advice and assistance to management on contract performance and oversight, human capital and onboarding frameworks, procurement and administrative operations; an advance level of experience in the use of CEFMS and Microsoft Office Programs to include, PowerPoint, Excel, and Word; and experience researching and collecting data to prepare statistical and written reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
