Summary About the Position: Performs a variety of administrative and clerical duties in support of personnel management, preparation and control of correspondence, training, purchasing, records management, property management, travel and time and attendance within CEFMS (Corps of Engineers Financial Management System) within the District. Responsibilities Serves as the authority to provide guidance and assist organization personnel on all of the above, as well as other related administrative functions. Oversees and coordinates administrative functions of the office including updating internal publications; records management; and personal property inventory records and preparation of recurring management reports. Drafts and finalizes correspondence and awards. Reviews awards forms for accuracy, timeliness, and content prior to submission. Specialized Experience: One year of specialized experience which includes 1) Administering organizational business processes within automated financial and administrative management systems (such as executing travel orders, processing time and attendance, or managing budget commitments); 2) Interpreting, applying, and providing authoritative guidance to staff and management on administrative regulations, policies, and standard operating procedures (including personnel rules, timekeeping regulations, and travel policies); 3) Managing a comprehensive administrative tracking program, such as monitoring organizational awards, tracking processing workflows, or enforcing suspense dates for executive actions; AND 4) Serving as a primary records and property coordinator, which includes managing physical and digital filing systems, administering annual property inventories, and coordinating building/equipment logistics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
