Summary The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables the U.S. Department of Labor (DOL) to perform its mission. OASAM provides leadership and support for information technology, human resources management, procurement, business operations, safety and health, space management, civil rights, emergency management, security, budget, and performance. Responsibilities This position is located within the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Human Resources (OHR), Division of Personnel Security (DPS). As the Division Chief, you will be responsible for all personnel security functions to include personnel security policy, operations and staff. Major duties for this position include but are not limited to the following: Plan, direct, and oversee personnel security program operations involving complex analyses, technical determinations, adjudications, policy development, and management advisory services. Exercise technical and administrative supervision over assigned staff, including subordinate supervisors; establish priorities, performance expectations, and assign and evaluate work. Direct the development, implementation, evaluation, and continuous improvement of Department-wide personnel security policies, procedures, standards, and internal controls to ensure compliance with applicable statutes, Executive Orders, regulations, government-wide policies, and national security requirements. Serve as a senior technical authority on personnel security, suitability, fitness, credentialing, and national security matters and provide authoritative advice and recommendations to senior Department officials regarding complex or sensitive personnel security issues and provide expert advice concerning adverse personnel security determinations and may conduct interviews to resolve significant or potentially disqualifying information and provide testimony or technical expertise in connection with appeals or other administrative proceedings. Oversee and conduct the review, evaluation, and adjudication of complex or sensitive background investigations, investigative reports, personnel records, and other security-related information to determine eligibility for access to classified information and/or suitability or fitness for Federal employment. Make or recommend determinations involving the granting, denial, suspension, revocation, or restriction of security clearances, consistent with applicable national security requirements, and provides expert guidance regarding adverse suitability, fitness, and national security determinations and associated employee or applicant rights. Provide authoritative guidance on background investigation requirements, including determining the appropriate scope and level of investigation based on position risk, sensitivity, national security requirements, and other applicable standards. Directs and provides expert guidance on Trusted Workforce initiatives, including Continuous Vetting and Continuous Evaluation, and oversees the implementation of processes for identifying, assessing, and appropriately addressing security-relevant information throughout the personnel security lifecycle. Oversee the review and designation of Department positions to ensure appropriate risk, sensitivity, investigative, and national security requirements are established and consistently applied. Oversee personnel security requirements associated with access to classified information, including the review and approval of security clearance and access requirements for employees, delegates, consultants, and other authorized individuals, up to and including Top Secret/Sensitive Compartmented Information (TS/SCI), as applicable. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For this position, the next lowest grade is the GS-14. Qualifying specialized experience for this position includes meeting all of the following: Experience managing and providing senior-level oversight of one or more functional areas of a personnel security and suitability program, including resolving complex, sensitive, or precedent-setting personnel security matters. Experience serving as a technical authority in determining suitability, security, and fitness background investigation requirements, including analyzing complex cases and recommending the appropriate scope and level of investigation in accordance with applicable policies, regulations, and investigative standards. Experience providing guidance on the implementation and administration of Trusted Workforce initiatives, including Continuous Vetting and Continuous Evaluation, and assessing the impact of evolving requirements on personnel security program operations. Experience providing authoritative advice, technical guidance, and recommendations to senior management officials and organizational stakeholders regarding personnel security policies, procedures, practices, regulatory requirements, and programmatic issues. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
