Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a permanent Accountant (Staff) position with the U.S. Army Corps of Engineers, New England District - Resource Management Office. This position is located in Concord, MA. Position will be filled at the GS-05, GS-07, GS-09, GS-11 or GS-12 grade level. Responsibilities Duties described reflect the full performance GS-12 level. Provide technical guidance and oversight for organizational accounting functions, including revolving funds, leave accounts, and construction in progress. Maintain and manage accounting records within the designated financial management system. Analyze and interpret accounting data from various organizational units to ensure accuracy and resolve discrepancies. Interpret and apply federal accounting laws, regulations, and policies to ensure compliance. Advise program managers on financial matters and provide recommendations based on professional accounting principles. Develop and implement control procedures to ensure the proper use of appropriated funds and prevent financial mismanagement. Recommend and establish new policies and procedures to prevent waste, fraud, and abuse of resources. Provide technical leadership, training, and mentorship to junior accounting staff and non-financial professionals. Evaluate business practices to identify and recommend process improvements for increased efficiency. Serve as a primary contact for internal and external audits, providing requested documentation and ensuring the implementation of corrective actions. This definition of specialized experience is performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or related fields. OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or related fields. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Specialized Experience GS-11: One year of specialized experience which includes: 1) Execute standard accounting transactions; 2) track program expenditures against allocated budgets; 3) prepare financial data for internal reviews; 4) compile documentation for external audits; and 5) identify routine accounting errors. This definition of specialized experience is performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or related fields. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
