Responsibilities The primary purpose of this position is: as an Air Reserve Technician (ART), to serve as command post training manager and carry out all functions associated with command post operations for airlift/rescue/fighter/special operations and tanker units. In addition, trains reservists in the accomplishment of the tasks set forth herein. Duties: 1: Manages and Implements Command Post training program. Develops and implements training syllabus for initial qualification, proficiency training and certification programs for CP controllers, augmentees and others as designated. 2: Command and Control Operations (C2OP) and mission monitoring. Analyzes and evaluates unit requirements and functions in support of the unit commander and staff as it relates to command and control under contingency and peacetime operations. 3: Emergency Actions. Receives, analyzes, deciphers and takes actions on time critical HHQ alert orders and messages as it relates to air base defense, sabotage, acts of war, posturing of forces and natural disasters. 4: Operational Reporting. Receives, analyzes and disseminates C2 message traffic to appropriate wing agencies. Collects information, analyzes and determines reporting requirements using multiple HHQ instructions and guidance. 5: Facilities, Communications Systems, Equipment and Material Assists with the management and control of facilities, equipment, and supplies. Assists in developing and executing physical, administrative, and communications security programs for the command post. 6: Administration and Resource Management Assists with maintaining publications and forms library. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Developing and implementing training programs, Advising commander and other key personnel on operational reporting, mission monitoring and emergency actions. Coordinating and directing alert functions with various on and off base agencies for emergency management and the ability to effectively communicate both orally and in writing. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of command and control, command post training programs, operational reporting, mission monitoring, and emergency actions. 2. Knowledge of security instructions, practices, and procedures. 3. Knowledge of researching, collecting, analyzing, organizing and preparing various data for reports and presentations. 4. Knowledge of federal and civilian disaster response agencies, their capabilities and relationships governing the military. 5. Ability to communicate effectively both orally and in writing. OTHER SIGNIFICANT FACTS: 1. This is an ART enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. Regular assignments are primarily ART duties; however, may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. May be required to fly in commercial or military aircraft for performance of TDY. 3. Must be able to obtain and retain Top Secret (TS/SCI) security clearance. 4. Must gain and retain certification IAW AFI 10-207 as supplemented. 5. May be required to work shift work or uncommon tours of duty with limited/no notice. 6. Position works in a high stress environment, requiring rapid response decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency.
