The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as an Network Area Manager. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.
Job Duties:
Essential Duties and Responsibilities include but are not limited to:
-Network Development: will and/or assist in the design, development and implementation of policy and procedures in a managed care environment; providing oversight to Acute Care Health Plans. Develop systems for oversight of the Acute Care Health Plans (ACHP). -Ensure member growth & population are included in the ACHP Network Design.
-Monitor all acute care health plans & work w/ CRS and the American Indian Health Plan. -Will ensure compliance with DDD's contract w/ AHCCCS for the AZ Long Term Care System/Acute Care program & statutory obligations. The AHCCCS contract requires the Division to maintain sufficient network capacity (health care providers that provide direct services to DDD members) to ensure the members are receiving medical services.
-Acute Care Health Plans Communications and Relations: will attend Acute Care Plan, Children Rehabilitation Services (CRS) Utilization Medical Management and Medical -Director's Meetings and other pertinent meetings as assigned. Will complete written correspondence to the Acute Care Health Plans and other related tasks. Will attend Division meetings as required.
-Review cultural competency data and specific demographic information (age, gender, race, geographic service area, @types of medical providers, provider linguistic, etc.). Analyze the data and provide written and verbal feedback regarding corrective action, expectations, compliance.
-Collect and track data for AHCCCS contract deliverables such as the Network Plan and the -Cultural Competency Plan (but not limited to) which requires coordination with the Acute Care Health Plans. Will be responsible for several large-scale and time-intensive projects and initiatives that need to be implemented within the DDD Network Operation.
Knowledge, Skills & Abilities (KSAs):
Knowledge in:
-Federal Title XIX Medicaid regulations.
-AHCCCS/ALTCS rules and policies pertaining to the use of Title XIX funds for purchasing services.
-State licensure and certification requirements for all purchased and state operated services.
-State procurement code and contract requirements, as well as Division specific service specifications.
-Learning theory and developmental models.
-Planning, training, and program design for individuals with developmental disabilities and organizational designs which facilitate effective services.
-Community resources and general service availability and systems.
-Quality Enhancement and Quality Safeguards procedures for federal and state programs.
-Overall state system and various components affecting/constraining the purchase of services, including the Division's information system for authorization, payment, and statistical tracking.
-Budgeting, budget forecasting, cost-effectiveness analysis, and procedures for assuring fiscal responsibility.
-Program evaluation strategies and basic measurement and data analysis.
Skills In:
-Administrative leadership, advanced problem solving, management, training, development, and organizing professional staff.
-Identifying and interpreting applicable federal and state law, rules, and regulations.
-Developing, negotiating, and monitoring service contracts.

-Allocating and tracking fund expenditures and analyzing cost-effectiveness.

-Developing positive collaborative relationships with upper level administrative staff from state, federal and local agencies and departments and with provider agency representatives, advocacy groups and families.
-Evaluating the work products of staff.
Ability To:
-Plan, initiate, administer, monitor, and evaluate treatment and training programs.
-Coordinate and administer a network of home and community-based services to persons with developmental disabilities through subordinate managers.
-Analyze complex situations accurately and quickly and to adopt an effective course of action.
-Establish and maintain effective working relationships/communication with diverse individuals and community groups, such as members, parents/families, professionals, elected officials, media, and the general public.
-Speak and write clearly and effectively.
-Manage a complex array of projects with rapidly shifting priorities and time lines.
-Consistently exhibit above average skills in reading, comprehension, calculation, negotiation, delegation, policy formulation, and leadership..
Selective Preference(s):
The ideal candidate for this position will have:
-The preferred/ideal candidate will have experience managing a budget, forecasting growth, and projecting needs for future growth. Managing provider contracts, relations, communication and monitoring as well as developing community resources is highly desirable. Experience supervising the work of others is preferred. Prefer experience operating services for individuals with developmental disabilities.

Valid Arizona Driver's License. Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration however, mileage will be reimbursed
