This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners.
As a Service Portfolio Manager for Minnesota IT Services (MNIT), you will be responsible for managing an IT service portfolio to ensure that the service aligns with the MNIT strategic plan, as well as meets stakeholder and user needs. The Service Portfolio Manager is an expert in the service s/he manages using market and customer knowledge.
The position works closely with MNIT's Relationship Managers to understand and analyze customer's business needs and requirements. The position also works closely with the Enterprise Service Directors and security leadership to determine technologies to meet those needs and requirements, supporting IT collaboration in order to achieve aggregation and economies of scale, ensuring fair market rates for the services that results in full cost recovery for the enterprise or shared services delivered.
This position has an integral role in setting enterprise service rates; creating and reviewing documentation for setting rates including rate schedule, rate glossary and service level descriptions; creating service loss strategies for underperforming services and providing recommendations for addressing underperforming services.

This position requires an employee to work onsite at 600 North Robert Street, St. Paul, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:
Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

Minimum Qualifications

Position requires a minimum of five (5) years of IT related experience in information technology.
Experience must include:
Enterprise service management.
Strategic and tactical planning, forecasting and volume analysis, and fiscal budgeting.
Vendor management and negotiation, and project management.
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.
Strongly Preferred Qualifications
Experience with infrastructure, operations, and security at an enterprise level.
Knowledge of state government financial operations including rates, billing systems and crediting process.
Preferred Qualifications
Knowledge of service portfolio management best practices.
Strong problem solving and conflict resolution abilities.
Proven leadership experience, including mentoring, guiding service direction, and leading complex initiatives.
Skill in customer relationship management, including gathering feedback, conducting user groups, and ensuring service adoption and satisfaction.
