Job DescriptionProgram Specialist V (Program Specialist)This position performs advanced (senior level) consultative, analytical, outreach, and technical assistance work for the State Fire Marshal's Office (SFMO) National Emergency Response Information System (NERIS) program. Work involves working directly with Texas fire departments to promote NERIS participation, improve the quality and use of fire incident data, and provide training and technical assistance. Analyzes and interprets NERIS and other available data to identify fire and life-safety trends, populations at risk, emerging issues, trends, and opportunities for community risk reduction, education, and outreach. Develops and delivers presentations, training, and educational content to fire departments, fire service organizations, community risk reduction programs, and other stakeholders. Works closely with SFMO Education and Outreach staff to translate data findings into practical strategies, programs, and resources. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.Essential Job DutiesThis position:Serves as a primary SFMO point of contact for NERIS outreach, education, and engagement opportunities with Texas fire departments.Develops and maintains effective working relationships with Texas fire departments, the Texas AandM Forest Service, other state agencies, fire marshals, fire service associations, community risk reduction organizations, and other local, state, and national partners with a role or interest in fire and emergency response data.Promotes awareness and use of NERIS information among state agencies and other stakeholders and identifies opportunities for NERIS data to support fire and life-safety initiatives, community risk reduction, planning, research, education, and informed decision-making.Promotes participation in NERIS and works directly with Texas fire departments to identify and address barriers to participation, reporting, data quality, and effective use of fire incident data.Provides consultative services and technical assistance to Texas fire departments related to NERIS participation, reporting, data quality, and use of fire incident information.Develops and delivers in-person and virtual presentations, training, workshops, educational programs, and briefings for fire departments, state agencies, fire service organizations, community risk reduction programs, conferences, and other stakeholders throughout Texas.Develop presentations and educational materials appropriate for audiences with varying levels of technical knowledge and translate complex data and technical information into clear, useful, engaging, and practical information.Analyzes and interprets NERIS and other available fire and life-safety data to identify trends, patterns, emerging risks, populations or communities at increased risk, and other issues warranting further attention.Communicates with fire departments, fire marshal offices, community risk reduction program areas, or other fire prevention organizations the fire and life safety data of trends, patterns, risks, age groups, and other areas needing further attention, so they may enact future risk management activities in their communities. Uses data and research to identify opportunities for community risk reduction, fire prevention, education, and outreach efforts.Works collaboratively with SFMO Education and Outreach staff to recommend and develop data-informed community risk reduction initiatives, educational programs, outreach strategies, resources, and messaging addressing identified risks.Assists with developing reports, dashboards, data visualizations, presentations, talking points, publications, and other products that communicate fire and life-safety information to fire departments, agency leadership, stakeholders, and the public.Works with SFMO staff responsible for NERIS data administration and reporting to identify data quality issues, reporting trends, department needs, and opportunities to improve the completeness and usefulness of Texas fire incident data.Uses available data, when appropriate, to assist in evaluating the effectiveness and reach of SFMO education, outreach, and community risk reduction initiatives.Mai
