Summary You will serve as a Electrical Engineer Series with Bureau of Reclamation This position is located in an operating office within the Department of the Interior/Bureau of Reclamation. This position provides electrical engineering expertise for a variety of projects including diagnostics, electric reliability, compliance, construction administration, inspections, costs, specification writing, and evaluate facility operations. You may be required to work weekends. Duty Location: Boise, ID Responsibilities Some of the major duties you will perform include but are not limited to the following: - Plans, schedules, coordinates, and conducts electrical engineering facility examinations, reviews, and/or inspections which include conducting condition assessments and construction and transfer inspections; identifying and addressing deficiencies relative to design criteria, applicable codes and standards, or state or Federal statutes or regulations; calculating preliminary estimates for repairs; coordinating with internal and external partners; conducting root cause analyses; analyzing unexpected event reports; conducting accident and incident investigations; and identifying future needs for the asset investment such as extraordinary maintenance and rehabilitation. - Provides electrical engineering expertise in the operation and maintenance of complex features/facilities. Plans, coordinates, and directs scheduled and emergency (breakdown) maintenance, repair, and modifications. - Identifies, analyzes, and troubleshoots problems, performs diagnostic testing, distinguishes relevant and irrelevant information to make logical decisions and develops solutions to resolve problems and mitigate future risks and optimize reliability. Synthesizes and trends O&M data and test results into job plans, corrective maintenance plans, and/or justifications for strategic/capital asset plan recommendations and reports. - Prepares, or oversees the preparation of, and reviews technical documentation such as technical reports, engineering study analyses, correspondence, calculations, design summaries, design standards, drawings, job plans, capital budget plans, operating procedures, evaluation and oversight reports, inspection and assessment reviews, impact assessments, construction plans and reports and specifications. - Makes oral presentations of technical documentation at coordination meetings, design briefings, or other technical briefings. Minimum Qualification Requirements: To qualify for this position, you must meet the following Basic Educational Requirement AND Specialized Experience for the series to which you are applying. You must submit transcripts. BASIC EDUCATIONAL REQUIREMENTS: In addition to the specialized experience requirements for this position, you must meet at least one of the following: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.- OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. SPECIALIZED EXPERIENCE REQUIREMENTS: To qualify at the GS-11 grade level, you must possess at least one full year of specialize experience equivalent in difficulty and complexity to at least the GS-09 level in federal service (obtained in either the public or private sectors) having demonstrated experience assisting with electrical engineering work related to providing electrical engineering expertise in the operations and maintenance of complex features/facilities, negotiating and managing hydropower wheeling and generation contracts, ensuring compliance with regulatory requirements, and developing project job plans, guidelines, protocols, and procedures specific to the project. You must include hours per week worked; OR You could otherwise qualify on the basis of Education having 3 years of progressively higher-level graduate education leading to a Ph.D., or have a Ph.D., or equivalent doctoral degree in engineering or a related field which provides the knowledge, skills and abilities for the position. You must include transcripts; OR You may combine specialized experience and education to meet the minimum qualifications. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 36 semester hours or equivalent. Physical Demands/Work Environment: The work regularly combines both office and field assignments. Field work requires physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, crawling, and climbing such as in regular and periodic construction activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds.
