Job Summary:
This SLATE manager position is responsible for the planning, programming, maintenance, operations and budgeting of 68 Pump Stations and the I-10 Dean Lindsey Memorial Tunnel. Key responsibilities include selecting, assigning, and evaluating organizational personnel, developing scope, schedule, and budgets for minor and major projects. The role also involves developing budgets for equipment, tools, materials, establishing work standards, and maintaining employee records. Additionally, this position will develop maintenance and preventive maintenance standards, establish working and safety procedures, and assist in training new and existing staff. The incumbent will attend meetings, collaborate with in-house and external engineering staff, and provide guidance for testing and maintenance as needed. Assists staff during storm and cleaning events, respond to emergency calls, and help schedule ADOT ERS data and closures.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Unit Management and Standards: Establishes and maintains work standards, procedures, methods, and rules for an operational unit. Manages, instructs, and counsels subordinate supervisory personnel on tasks requiring significant judgment. Reviews and approves work schedules for personnel, equipment, or objectives, adapting to changing priorities. Personnel Management & Development: Manages employee performance, hires staff, administers discipline, coaches, mentors, resolves issues, ensures training, and identifies training needs for new technologies.
Reporting & Documentation: Prepares periodic and detailed reports on activities, projects, and manages operational unit contracts. Budget Development & Oversight: Develops, manages, and monitors unit budgets, provides information for annual budget allocation requests, and oversees budget distribution. Resource & Program Planning: Analyzes needs for materials, equipment, and personnel, evaluates technical issues, makes recommendations, and develops the annual work program.
Inter-Agency & Public Consultation: Provides advice and recommendations on construction and maintenance projects, confers with staff, other government agencies, and private entities on joint actions, and responds to information requests. Stakeholder Engagement & Decision-Making: Confers with superiors, subordinates, external stakeholders, contractors, and the public; resolves problems, plans actions, leads meetings, and makes managerial decisions. Field Operations & Emergency Response: Travels to various locations to inspect work, respond to emergencies, or address operational problems to ensure proper functioning of the Tunnel and Pump Stations.
Knowledge, Skills & Abilities (KSAs):
KNOWLEDGE OF:
Tools, maintenance, operation and repair of Tunnel and Pump Station equipment.
Controls, low/medium and high power circuits, switches, breakers, pumps, engines, mechanical and utility systems. ventilation systems, national electric codes, and understanding of plans, sketches and schematics.
In reading and understanding plans, specifications, design sketches, schematics and electronic components and circuits.
Google Suite programs.
SKILL IN:
Applying and making interpretations of federal, state and local laws, rules, regulations, policies and procedures pertaining to work activities, safe practice and public contact; electrical wiring and repair; use of proper tools and equipment, vehicles.
Provide oral and written communications, problem solving and interpersonal relationships; methods and procedures for installations, operation, repairs and replacement of mechanical and ventilation systems; applying electrical and electronic principles.
Understand methods and procedures for installing, repairing, and diagnosing related equipment and devices.
ABILITY TO:
Provide direction to staff, work Independently, use of materials, tools, vehicles and equipment; plan, coordinate, analyze and perform multiple tasks.
Learn new computer systems and control systems, teach and mentor staff in these systems, and follow federal, state and local laws, rules, regulations, policies and procedures.
Develop and apply safe work practices for work activities.
Provide customer service needs and communications as needed; serve as point of contact for both tunnel and pump station operations.
Perform project level planning and coordination, conduct material take-offs for repairs.-Apply self-study to increase and expand knowledge base and the ability to communicate effectively and efficiently.
Selective Preference(s):
High school or GED. College level work related courses. 2 years experience equal to SLATE Supervisor.

AZ State Drivers License-Confined spaces certification - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training.
