Summary See below for important information regarding this job. Responsibilities Formulates, defends, and executes assigned one-year and multi-year Appropriated Program's annual budget. Closely monitors commitments, obligations, and expenditures to ensure optimal use of funds and full compliance Ensures receipt of program and budget guidance from external authorities, assessing impact to assigned accounts, and coordinating budget requirements across the enterprise Monitors, analyzes and articulates the financial performance relative to the available funding authority Summarizes and analyzes the financial data from the proprietary and budgetary accounts to satisfy internal management needs and external mandatory and legislative requirements Analyzes the top-down budget guidance presented to subordinate organizations Coordinates the development and execution of budgets for the appropriate Headquarters organizations Ensures the consolidated budget supports DLA's strategic plan and overall vision Requirements Conditions of Employment Qualifications To qualify for a Financial Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Monitors financial transactions by monitoring commitments and obligations against one-year and multi-year appropriation lifecycles Ensures optimal fund utilization and strict compliance with statutory regulations and fiscal law Utilizes accounting and fund control systems to analyze and evaluate the financial posture of the organization or program Prepares and presents financial reports, budget analysis, and performance metrics to senior leadership Develops, maintains, and updates Standard Operation Procedures (SOPs), process documentation, and financial system specifications to improve consistency and audit readiness Facilitates enterprise process improvement initiatives by analyzing end-to-end business processes, reducing inefficiencies, and recommending standardized solutions Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Drug-Free Workplace Policy The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
