The Health Regulation Division (HRD) protects the health and safety of Minnesotans by monitoring compliance with many of the laws and rules designed to protect them.
As part of the executive team, the Regional Operations Executive Manager will act as a subject matter expert related to federal health regulations and provide strategic input into the overall direction of the division based on direction, requirements and actions requested by the Federal regulators.
Responsibilities include:
Lead, promote, and support Federal Operations and the management team while serving as the key leader for overall operations of the Federal Team. as a strategic partner with the Health Regulation executive team to develop and maintain compliant policies and operating standards, and support division staff enforcing regulatory requirements.
Manage state and federal regulatory requirements that include the preparation of services associated with evaluations and other work.
Act as an expert on services through contact with stakeholders, providers, associations, customers, providers, internal personnel, state, and federal regulatory agents and/or officials.
Support new program/service development, government relations, and services supporting the Minnesota Department of Health.
Work as a strategic partner to anticipate and develop future services and develop program guidelines and practices for all new services associated with state and federal requirements.
Work in close coordination with the regional operations team and have a strong understanding of Federal requirements, State Licensure and Vulnerable Adult requirements.
In accordance with HR/LR Policy #1422 Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) , this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.
This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion. Travel to the St. Paul office location may be required. Reimbursement for authorized business travel expenses is provided according to plan guidelines.
Position location will be determined by the top candidate and be based out of one of the following MDH office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Bemidji, or Fergus Falls.
Minimum Qualifications
Four (4) years of experience in a public health or human services program including:
Experience with health care delivery systems including administrative processes; and federal and state statutes and laws pertaining to health care facilities and other regulated establishments and providers.
Experience in clinical and health care investigations.
Experience with preparing and planning budgets.
AND
Demonstrated leadership experience that may include any of the following:
Experience as a supervisor, team lead, lead worker, or project lead
Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
Completion of a similar or equivalent leadership development program through another organization
A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must also include:
1+ years of identifying issues, goals, and strategic actions
100+ hours per year time commitment
Qualifications to be further assessed during the interview process:
Ability to create and provide strategic direction by interpreting federal requirement and regulations.
Human relation skills to achieve effective working relationships within the agency and externally, including the ability to create a positive work culture.
Excellent writing and verbal communication skill sufficient to communicate clearly with division leadership and staff.
Knowledge of legislative and regulatory policy.
Substitute a Doctorate degree in public health, Public Administration, Health Care Administration, Public Policy, for 24 months, A Juris Doctor, or master's degree in one of the above areas may be substituted 18th months Nursing or closely related field for eighteen (18) months of experience; a bachelor's degree in one of the above areas may be substituted for twelve (12) months of experience; and associate's degree in one of the above areas may substituted for six (6) months of experience.
Preferred Qualifications
Knowledge of federal long term care programs and processes.
Experience in federal long term care regulatory requirements including all Centers for Medicaid and Medicare regulation and billing elements.
Experience in senior or executive management that requires change management and/or continuous improvement.
Experience or demonstrated ability in State or federal government policy work and/or development.
Experience or demonstrated ability to facilitate conversations and actions to build consensus even at times where stakeholders or team members may have conflicting interests.

This position does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
