Summary Commissary Contractor Monitors conduct quality assurance inspections and contract surveillance duties of specified commissary stocking, order-writing, custodial, receiving, holding and/or other contracted services performed in a commissary. Specific assignments vary by individual store and store management requirements. Responsibilities Conducts quality assurance inspections and contractor surveillance. Provides comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives. Approves or rejects contractor's work schedule and checks work for quality and timeliness. Maintains the store's space allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable. Advises commissary or contracted order writers. Acts as the commissary manager's representative during the night time hours to ensure government property is secure. Requirements Conditions of Employment Qualifications You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Experience: One (1) year of demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices (specialized experience) equivalent to at least the GS-5 grade level. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include: Managing a commissary store, supermarket, or similar @type of commercial retail food store. Managing a department in a retail food store. Planning, standardizing, or controlling operations in an assigned group of retail food stores. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Physical requirements: (1) Stand, stoop, kneel, bend and climb for prolonged periods. (2) Lift, push, pull, carry, and handle items weighing up to 40 pounds independently and occasionally over 40 pounds with assistance.
