Summary About the Position: This announcement is for a Financial Management Analyst position located at the U.S. Army Test and Evaluation Center Operational Evaluation Command (OEC) with a duty location of Fort Hood, Texas. (merit) Responsibilities Leads financial oversight for command budget, and plans, programs, and executes resources ensuring compliance with policies and directives. Conducts cost analysis and manage processes, develops spend plans, monitors obligations, and provides reports to senior leadership. Interprets fiscal policy and enforces internal controls, resolves accounting issues, oversees audits, and ensures compliance with regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Assisting in planning and executing organizational budgets; and 2) Compiling and analyzing financial data to support cost estimates and forecasts; and 3) Monitoring obligations and expenditures to ensure compliance with regulations; and 4) Preparing routine reports and briefings to communicate funding status and recommended actions to management. This definition of specialized experience is typical of work performed at the next lower grade level (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Financial Analysis Financial Management Problem Solving Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Comptroller Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. The NH-03 band is equal to the GS-12 step 01 through GS-13 step 10. This position is subject to the NH-03 Senior Professional/ Evaluator/ Tester/ Analyst equivalent control point of the ATEC Control Point Policy at $138,370 per year (Includes locality pay).
