The Director, Information Management / Information Technology (IM/IT) will lead IM/IT operations supporting the WIC Overseas Program Support Services effort, including the information infrastructure, Participant Information Management System (PIMS), help desk coordination, data management, network/system support, cybersecurity compliance, and related technical sustainment activities. This role is responsible for ensuring that program information systems and supporting technology enable reliable operations across geographically dispersed OCONUS WIC Overseas locations. This is an anticipated Key Personnel position. The selected candidate may be proposed as part of Chenega EH&F's bid and may be asked to provide a resume and signed letter of intent for proposal submission.
Responsibilities
Lead IM/IT planning, execution, and oversight for the WIC Overseas Program Support Services effort.
Manage or coordinate technical personnel and vendors supporting PIMS operations, help desk support, database administration, network management, system support, and regional systems administration.
Ensure the information infrastructure supports routine program operations, correspondence, reporting, budgeting, file transmission, communications, and other operational needs.
Provide technical coordination with the Program Manager, Deputy Program Manager, Software Development and Evaluation Manager, DHA stakeholders, and other functional leads.
Oversee PIMS operations, maintenance, availability, enhancements, configuration management, documentation, and user support.
Coordinate support for set-up, configuration, operating systems, network management, data transmission, communications, backup, archiving, equipment interfaces, and related technical functions.
Coordinate on-call or help desk support to assist site personnel and field technical personnel with equipment, communications, application, and operating system issues.
Support equipment lifecycle activities, including procurement coordination, delivery, set-up, configuration, repair, maintenance, upgrade, replacement, and audit documentation for program IT assets.
Support maintenance of required Authority to Operate (ATO), Risk Management Framework (RMF) documentation, cybersecurity controls, configuration documentation, and related compliance artifacts.
Ensure IM/IT activities comply with applicable DoD/DHA information assurance, cybersecurity, privacy, CUI, PII, PHI, HIPAA, and records-management requirements.
Coordinate with software and operations teams to ensure system updates, releases, documentation, and required certifications/accreditations are tracked and maintained.
Contribute IM/IT content to monthly progress reports, observations and recommendations, incident/risk reporting, corrective actions, and Government performance reviews.
Support transition-in and transition-out activities involving system documentation, user manuals, system administration materials, training materials, disaster recovery documentation, configuration control documents, software licenses, warranties, and source-code-related documentation, as applicable.

Qualifications
Bachelor's degree in information technology, computer science, information systems, cybersecurity, engineering, healthcare informatics, or a related field
experience may be considered in lieu of education
Minimum eight (8) years progressive IM/IT experience, including technical leadership, systems operations, infrastructure support, application sustainment, cybersecurity, or IT service management.
Preferred Qualifications
Master's degree in information technology, computer science, cybersecurity, information systems, engineering, healthcare informatics, or a related field
Security+, CISSP, CISM, CASP+, ITIL, PMP, or other relevant cybersecurity, IT service management, or program management certification
Experience supporting DHA, TRICARE, Military Health System, DoD healthcare, WIC, public health, or family support programs
Experience with PIMS or comparable participant/case management, eligibility, benefit issuance, reporting, financial reconciliation, or health program information systems
Experience with DISA STIGs, DoD 8570/8140 workforce requirements, DoDI 8500.01, DoDI 8510.01, NIST controls, privacy/security documentation, and audit readiness
Experience coordinating database administration, network management, system administration, help desk operations, software release support, and end-user training for distributed programs
Knowledge, Skills and Abilities
Knowledge of DoD or federal IT systems maintenance and enhancement practices, including configuration management, change control, documentation, incident/problem management, and user support.
Experience supporting cybersecurity compliance, RMF/ATO processes, system security documentation, vulnerability remediation, or related federal security controls.
Experience supporting federal, DoD, DHA, healthcare, benefits, case management, financial reconciliation, or similarly regulated information systems.
Experience managing IT support for geographically dispersed users, preferably including OCONUS, military installation, or remote-site environments.
Ability to communicate technical matters clearly to program leadership, Government stakeholders, non-technical users, and cross-functional teams.
Ability to obtain and maintain required background investigation, system access, and Common Access Card (CAC) eligibility
Ability to comply with applicable DoD/DHA cybersecurity, privacy, records-management, CUI, PII, PHI, HIPAA, and contractor identification requirements.
