Job Summary:
The purpose of this position is to support the operations of the ADOT Noise Program within the Environmental Planning as a Noise Specialist, ensuring department compliance with federal and state regulations concerning traffic noise and the National Environmental Policy Act (NEPA). Daily operations leverage CAD, GIS, and spreadsheet tools to oversee and conduct noise modeling, analyze data, and field sound measurements for project, biology and Diamond Grind Pilot Program. This position requires driving a state vehicle and participating in both in-state and out-of-state travel, including overnight lodging
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
This position manages, assists, and coordinates all noise and related NEPA activities for ADOT. The Noise Specialist conducts NEPA and noise analysis reviews, prepares environmental documents oversees consultant-led reporting. Additionally, responsible for finalizing environmental clearance documents, managing the project mitigation measures inventory, and securing regulatory clearances.
Serves as an agency-wide subject matter expert, providing technical assistance to other ADOT departments when required. This includes conducting advanced noise modeling using FHWA TNM, CadnaA, and ArcGIS, as well as executing field noise measurements in strict accordance with applicable regulatory standards and industry best practices. Supports agency communication efforts by providing the technical data and necessary information for the Public Relations team to respond to citizen noise concerns. When appropriate, this includes conducting responsive field noise measurements to address community complaints in alignment with core ADOT values.
Develop requests for proposals, scopes of work, and contract documents for noise computer modeling and analysis. Review and approve all consultant-prepared noise models and documents submitted to ADOT. Provide information for PEDS, scope and budgets. Continuously engage in improving processes, drafting standard operating procedures and other relevant guidance documents, as needed. Provide important input for regulations, policies, guidelines, and procedures at the state and federal level.
Knowledge, Skills & Abilities (KSAs):
KNOWLEDGE OF:
Methods for the analysis and evaluation of technical environmental data in various formats to verify the completeness and accuracy of reports.
Federal and state regulations concerning traffic noise, including National Environmental Policy Act (NEPA) compliance standards.
Acoustic principles, field noise measurement techniques, and industry-standard modeling software such as FHWA TNM, CadnaA, CAD, and GIS tools.
Data organization principles required to build and maintain excellent spreadsheets
SKILL IN:
Analyzing and evaluating diverse technical datasets to determine the overall accuracy, validity, and regulatory compliance of environmental documents.
Communicating complex environmental data professionally and expeditiously to internal stakeholders, agency partners, and managers.
Interacting collaboratively with other professional staff, agency managers, governmental officials, and external consultants while reflecting core ADOT values.
Gathering, compiling, and translating technical noise data into clear information for the Communications department to assist Public Relations in responding to citizen concerns.
Operating field acoustics equipment, driving state vehicles safely, and executing technical modeling program.
ABILITY TO:
Develop clear environmental guidance documents and provide technical support for program outreach initiatives.
Operate state vehicles safely and execute field data collection along active roadways while maintaining strict safety standards.
Review and evaluate legally sufficient noise reports, technical analyses, and executive summaries.
Simultaneously manage multiple environmental projects of considerable complexity with minimal supervision.
Communicate and collaborate effectively with ADOT personnel and provide clear information to assist with engaged, knowledgeable, or concerned members of the public.

Selective Preference(s):
A Bachelor's degree in Environmental Science, Environmental Engineering, Civil Engineering, Acoustics, Physics, Planning, Natural Sciences, Physical Sciences, or a closely related environmental resource management field.
A minimum of two (2) years of professional experience in environmental compliance, implementation, and field related technical documentation.
Pre-Employment Requirements:
Valid Driver's License - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
