The City of Billings is seeking an Assistant Network Administrator to assist in the secure and efficient operation of the City's network infrastructure, systems, cloud services, and user access environment. Will provide support for networking, audiovisual (AV) infrastructure, equipment, backups, cloud tools, and end-user access.
Salary Range: $35.1246 - $38.7030 per hour. Salary reflects Step 1 and Step 3 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.
Work Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m.
Essential Duties and Responsibilities:
Assist in configuring, installing, and on-going management of hardware, services, and their applications for both virtual and physical platforms.
Support upgrades and patching of network, communications, and AV equipment to ensure secure and stable operations.
Assist in the installation, configuration, and updating of network hardware including firewalls, switches, routers, security appliances, VPN's, Uninterruptible Power Supplies (UPS), VoIP phones, Wi-Fi, licensed and unlicensed wireless links between facilities, and all other network connected devices.
Assist in the management and configuration of Cloud hosted services such as hosted applications, backups, disaster/recovery, and security related services.
Monitor network traffic, review logs, and troubleshoot any network related issues. This includes troubleshooting, researching, and documenting any issues related to performance, network capacity, connectivity issues, and security related concerns.
Maintain complete and accurate inventory of network and AV related hardware such as servers, storage, switches, firewalls, routers, VPN, Email archiving, etc.
Assist in maintaining network closets/rooms, racks, all wiring, cable management, infrastructure connections, and related equipment.
Assist in managing the maintenance contracts on network hardware including servers, storage, switches, firewalls, Wi-Fi controllers and access points, wireless links between facilities, UPS units, and other related hardware.
Assist with managing Microsoft Active Directory (AD) including account creation, modification, account cleanup/removal, password resets, security/permissions, computer management, and user group membership.
Provides secondary support for Microsoft 365 account provisioning, licensing, email filtering, access, and end-user issues using standards and procedures maintained by the Systems Administrator.
Provide secondary support to the Systems Administrator for Active Directory and domain services, particularly when authentication or access issues involve network connectivity.
Assist with DNS administration, including monitoring uptime, ensuring directory replication, and managing record scavenging.
Participate in IT change management processes, including documenting infrastructure changes, assessing impacts, and supporting implementation and communication.
Provide secondary support for Microsoft 365 account provisioning, Email accounts, user migrations, and licensing management using standards and procedures maintained by the Systems Administrator.
Provide support with Email filters.
Manage and monitor Email Archiving, M365 Teams chat logs, and SharePoint Online solutions to ensure we follow the City of Billings defined Records Retention Policies.
Provide end user support for Microsoft 365 applications including Outlook/Email, One Drive, Teams, SharePoint, and other applications.
Assist staff in person or over the phone on network, security, systems/data backup, and/or Microsoft 365 related issues and problems.
Support IT staff on network related hardware, software, network communications infrastructure, Wi-Fi/wireless, inventory, maintenance, backups, disaster/recovery, and security related issues.
Provide support to the Network Administrator, IT Security Engineer, and Systems Administrator for security related efforts to train, test, and educate city end-users. Examples of this include support for periodic cyber security training and controlled Email phishing exercises.
Provide cross-trained secondary support for monitoring backup jobs and performing content restores as assigned by the Systems Administrator.
Maintain and verify backups of network and AV device configurations and related technical documentation.
Support the Systems Administrator and IT leadership in disaster-recovery planning, testing, and execution by addressing network connectivity, network-device recovery, access, communications, and AV requirements.
Serve as backup to Network Administrator and Systems Administrator.
Participate in 24/7 Public Safety On-Call support rotation.
Maintain technical documentation including network maps, procedures, and asset logs.
Support the implementation and enforcement of the City's IT Cybersecurity & Policy Manual, including policies related to acceptable use, encryption, identity management, password standards, change management, and cloud security.
Support security related policies, procedures, and troubleshooting.
Assist in responding to cyber incidents in accordance with the City's Incident Response Plan, including identification, escalation, containment, and documentation.
Work with City Administration, Legal, and Human Resources to fulfill Public Records Requests and authorized internal searches for available communication documents in accordance with requested search parameters. Examples of this include Email and Teams Chat Logs.
Act as Network Administrator or Systems Administrator when necessary.
Perform other duties as assigned.
Required Qualifications and Skills:
Bachelor's degree in computer science, information systems, business administration, or a related program.
Four (4) or more years of experience in networking, IT Security, or the equivalent.
Must have strong interpersonal skills.
Must be able to successfully pass a Federal and State criminal history background check.
Preferred Qualifications and Skills:
Experience supporting enterprise network environments, including firewalls, switches, routers, VPN, Wi-Fi, DNS, network security appliances, Microsoft 365, backup and recovery support, and cloud connectivity.
Networking or other industry standard certifications such as CompTIA Network+, CCNA, JNCIA, or Microsoft certifications.
