Summary You will serve as a FINANCIAL MANAGER in the Comptroller Department; N7 of COMNAVSPECWARGRUFOUR. Responsibilities You will participate fully in management discussions, decisions, policymaking, and shares in the responsibility for top management actions covering all activities related to financial management issues. You will promote efficient and economic financial operations at CNSWG-4 by providing financial management guidance and advice to all levels of the NSWG-4 enterprise to support adherence to fiduciary responsibilities. You will execute budget operations that consist of multiple fund sources, numerous appropriations, reimbursements, and contracts. You will provide overall staff direction and guidance in the development and submission of the command's operating budgets to the Department of Navy (DoN) and other applicable agencies. You will be responsible for ensuring Navy Financial Improvement Audit Readiness (FIAR) initiatives within the command are consistent with NSWC and USSOCOM FIAR efforts. Implement FIAR initiatives and corrective action plans that support NSWG-4. You will conduct detailed analysis of all current and prior year financial execution data across all NSWG-4 maritime programs providing collaborative input to the NSWG-4. You will provide management control, oversight, execution, and financial reporting on over 29 Financial Program Elements of Cost, consisting of combined NSWG-4 and CNSWC Elements of Cost. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Formulating and executing complex, multi-divisional DoD budgets with unstable funding streams (e.g., Title 10); ensuring strict compliance with Appropriations Law and the Anti-Deficiency Act (ADA) while driving FIAR audit readiness and providing strategic financial counsel to senior leadership.
