This position provides para-professional/technical accounting work for the Minnesota Board of Animal Health (BAH) through acting as a functional expert and application of independent decision making and professional judgment in all assigned areas. The person in this position handles complex and technical transactions which require thorough understanding of the payroll and accounting systems to effectively analyze, audit, and prepare payroll related accounting records as well as recognize and mitigate errors or problems. The demands of the position require a high degree of accuracy and attention to details. The person in this position needs to work cooperatively and collaboratively with colleagues, management and agency personnel.
This position is primarily responsible for providing payroll advice and accurate, timely processing of bi- weekly payroll in SEMA4 including timesheet verification, complex transactions and payroll adjustments, running and updating payroll reports which require an understanding of payroll and accounting systems and labor distribution. A second major responsibility area is to review and process all employee expense reports in accordance with current labor agreements and Federal and State mandates. This position is also BAH's assigned Fleet Services Coordinator, procures supplies, and assists with the review of out-of- state travel and special expense documentation. This position also serves as the designated reconciler of state purchasing card purchases for agency and as back-up for the Accounting Officer and other Agency projects.
Minimum Qualifications

Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to analyze, interpret, and prepare financial information, records and reports; locate errors; and recommend solutions to procedural or other fiscal problems.
Working knowledge of electronic spreadsheets, word processing software, and computers with data entry skills sufficient to enter text and numbers into spreadsheets, databases, and computer applications as demonstrated by typing skills of 45 wpm or better.
Math skills sufficient to compute totals, averages and percentages of numerical data to check or reconcile data.
Customer service skills and English sufficient to write, read, and speak effectively with vendors, internal customers, coworkers, and supervisors including ability to explain policies/procedures to others in a clear and positive manner.
Organizational skills sufficient to prioritize workload, work independently, and meet statutory and Legislative Audit requirements related to the position.
Ability to focus and work well under pressure sufficient to complete the diverse responsibilities and interruptions within required time constraints.
Preferred Qualifications
Associates degree or higher in accounting, finance, or a related field.
Two or more years of experience in accounts receivable, cash handling, deposit processing or other related accounting functions.
Knowledge of SEMA4, the Statewide Integrated Financial Tools (SWIFT) systems, or other private or governmental payroll and accounting systems, sufficient to enter data, compile records, and analyze reports.
Ability to identify problems quickly, research and evaluate relevant issues, formulate solutions and communicate alternatives to appropriate personnel.
Ability to explain and interpret reports, policies, and procedures to a variety of people with varying backgrounds.
