Summary About the Position: Serves as Administrative Officer for Seattle Construction Division. Assists and advises Division management in accomplishment of administrative duties including budget formulation and execution, organizational analysis, personnel, training and property accountability. Serves as liaison to Civilian Human Resources Agency (CHRA) on workforce management matters, and to Resource Management Office (RMO) on organization structure, budget, financial management, and manpower issues. Responsibilities Reviews and either approves personnel action requests or recommends disapproval of actions which are in conflict with each current Division's policy based on a study of the needs and the justifications furnished. Meets with staff officials and representatives of CHRA to discuss grade allocations, promotions, recruitment qualification requirements, reassignments, reduction-in-force, employee relation problems, placement problems, career development, etc. Assist the supervisors in screening and selecting personnel from registers. Manages the performance management for each Division by ensuring suspense due dates are met. Assists in preparation of awards and ensures all award nominations meet regulatory requirements. Reviews and approves requests for training. Analyzes and evaluates proposed changes in organization position structure to determine relative factors in relation to past operations and future anticipated requirements. Develops proposals for organizational changes to meet the shifts in workload or for improvement of operations. Helps formulate and coordinate preparation the Division's operating budget on an annual and multi-year basis as required. Makes projections regarding both the Departmental Overhead (DoH) and reimbursable portions of the budget based on historical data and current workload projections. Serves as the central point of contact for the Division's overall manpower, keeps abreast of performance and assists in personnel changes/shifts to balance workload. Conducts studies and surveys as necessary to insure the most efficient distribution of manpower resources. Acts as each Division's Miscellaneous Purchase expert in Corps of Engineers Financial Management System (CEFMS). Utilizes CEFMS to process a variety of financial transactions, e.g., PRACs, Miscellaneous Purchase obligations, travel orders, and training requests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Public Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
