Who We Are:
The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $905 million and 2,158 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting. The Opportunity:
We are pursuing qualified candidates to fill an Administrative Manager XI, ISD, position in the Energy Service. Positions allocable to this class work under the direction of a high-level manager within the Service.
Special Salary Information:
This position is subject to the provisions of the Management Appraisal of Performance Plan (MAPP). Initial salary placement and subsequent salary adjustments will be made in accordance with MAPP guidelines and regulations.
Essential Job Functions
Oversees the work of the County's Greenhouse Gas (GHG) inventory and development of the Municipal Climate Action Plan.
Coordinates with all departments and state agencies to obtain the data necessary for accurate analysis to identify progress and opportunities for the County to reduce its GHG emissions.
Develops strategies and identify best practices for cost efficient GHG reduction.
Coordinates the work across all County departments including Chief Sustainability Office to reduce the County's Scope 1,2,and 3 GHG emissions.
Identifies and develops sources of capital including but not limited to state and federal grants, utility incentives, & public private partnerships (including Energy Saving Performance Contracts & Energy Services Agreements), that can facilitate implementation of GHG reduction.
Develops and implements Master Agreements and Contracts to enable implementation of GHG reductions projects.
Coordinates with state agencies on GHG emissions analysis.
Prepares and submits applications for state or federal grants or utility incentives to meet County and/or Departmental energy and climate goals.
Plans, assigns, directs, and evaluates the work of a particular area.
Proposes resolutions to policy issues and problems as they arise.
Directs the preparation of special projects and reports.
Directs the budget and other reports for the Division.
Monitors efficiency and effectiveness, makes recommendations for their solution, and implements approved recommendations.
Advises top departmental management on problems, makes recommendations for their solution, and implements approved recommendations.

Requirements
Requirements to Qualify:
Five (5) years' experience developing and implementing at least one energy, environmental, or sustainability program, including directing the budget, personnel, fiscal or other administrative functions, for either (1) a large public agency on behalf of constituents,* or (2) a large corporate or public agency organization***.
Experience must also include at least one of the following: 1) successfully applied for and managed a state, federal, or utility grant in energy efficiency, renewable energy, or clean transportation valued at least $5 million; 2) managed projects in energy efficiency, renewable energy, or clean transportation valued at least $10 million.
License:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class:
2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

A bachelor's degree or higher from an accredited** college or university in Environmental Science, Sustainability, Resource Conservation, Environmental Engineering, or closely related field.
Successfully applied for, secured, and managed a state or federal grant valued at least $20 million in energy efficiency, renewable energy, or clean transportation.
Successfully developed legislation and appropriations that enabled state or federal grant funding valued at least $20 million in energy efficiency, renewable energy, or clean transportation.
Experience working with California Air Resources Board (CARB), South Coast Air Quality Management Districts (SCAQMD), California Energy Commission (CEC), Strategic Growth Council (SGC), and/or California Public Utilities Commission (CPUC) (can be working at the agency, as a grantee of those agency, or a partner department to that agency).
Experience developing and entering into Public-Private Partnerships (P3s) to finance portfolios worth at least $5 million in combined energy projects with documented energy, fuel, and emissions savings.

Our Assessment Process:
This examination will consist of an evaluation of training and experience based on application information and supplemental questionnaire weighed 100%.
Each candidate's background will be evaluated on the basis of information provided on their County of Los Angeles Employment Application and Supplemental Questionnaire that pertains to the areas of the REQUIREMENTS and DESIRABLE QUALIFICATIONS to determine the level and scope of the candidate's job preparation for this position.
