Summary About the Position: This position is located with the U.S. Army Audit Agency, Office of the Auditor General, Office of the General Counsel at Fort Belvoir, VA. If you are currently serving in a permanent, competitive service appointment in the Federal service, and are selected for this position, the appointment will remove you from the competitive service while you occupy this position. Responsibilities Plans work to be accomplished by a staff of GS-14s and below Attorneys and Paralegals by considering the complexity of work and identifying priorities and supervises them as the Agency's senior Attorney Gives advice, counsel, or instruction to Agency employees on both work and administrative matters. Develops performance standards and evaluates work performance of subordinates against established standards. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Advises the Army Auditor General, other senior executive service officials, supervisors, managers, and their respective staff on all legal and fiscal policy matters involved in developing and implementing audit policies. Furnishes written legal opinions and oral advice to staff employees of the Agency in answering requests for opinions from headquarters and field auditor personnel on a variety of legal questions arising in the conduct of the internal audit program. Advises on legal aspects of Federal contracting and the application of the Federal Acquisition Regulation and the Defense Federal Acquisition Regulation Supplement in procurements where the application of these regulations is implicated. Conducts legal review of proposed legislation having a direct or indirect impact upon Army and Agency mission, functions, policies, and procedures. Renders advice and services with respect to formal and informal inquiries of Congressional Committees and individual members of Congress on diverse matters involving the responsibilities and activities of the Agency and its employees. Serves as Senior Designated Ethics Counselor for the Agency, advises and assists the Agency and its employees on all standards of conduct issues, and oversees the Agency's Ethics Program. Advises staff employees on information law and oversees the Agency's release of records under the Freedom of Information Act and Privacy Act. Qualification Requirements: The following minimum qualification requirements must be met before applicants are eligible for further consideration: Education Requirements: Position requires the possession of the first professional law degree (LL.B. or J.D.) AND active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Applicants for initial appointment into attorney positions within the Department of Army must be graduates of law schools accredited by the American Bar Association at the time of the applicant's graduation. As indicated below, a law school transcript must be submitted with your application materials. Bar Membership: Applicants must currently be a member in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico. As noted below, proof of such membership and good standing must be submitted with your application materials. Experience: In addition to the requirements above, applicants for the GS-15 or equivalent Attorney positions must also possess 4 years of professional legal experience , acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience. Time in Grade: The Qualifying Authorities (QA's) will make a determination as to the applicability of time in grade based on the requirements of the position. If you are currently employed as an attorney by the Federal government you must have completed one year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade level as the position being filled.
