Role Overview:
The Clinical Director for the Women, Children, and Families Commission (WCF) at the Indiana Department of Health (IDOH) provides clinical leadership for statewide maternal and neonatal care initiatives. This role centers on guiding the WCF clinical team, strengthening quality improvement efforts, and ensuring that healthcare facilities meet Indiana's Perinatal Levels of Care requirements.
The Clinical Director works closely with WCF program staff, IDOH Chief Medical Officers, the Indiana Perinatal Quality Improvement Collaborative (IPQIC), and healthcare partners across the state. Together, these groups advance the agency's core priorities: improving maternal and infant health, preventing chronic disease, and strengthening data quality and transparency. The Clinical Director ensures that clinical activities within WCF reflect these priorities and support high quality care delivery.
Salary:

A Day in the Life:
Plans, organizes, directs, monitors, and participates in ongoing comprehensive development and implementation of specialized public health programs and development within the agency.
Determines, analyzes, identifies, and implements long-range objectives for public health programs and specifies the strategies, KPIs, and actions to achieve them.
Analyzes operations to evaluate performance of the specific public health program or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change.
Interprets and explains in-depth and complex public health program policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.
Develops and implements corrective action plans to solve organizational or departmental problems.
Prepares and presents public health program reports for approval, including those for funding or implementation of services to executive leadership.
Develops and oversees public health program financial or budget activities to fund operations, maximize investments, or increase efficiency.
Develops and monitors public health program requirements to ensure it meets federal and state policies and grants compliance.
Develops and supervises training of employees and consultants on program requirements and usage.
Develops, coordinates, and delivers communication plans and communications.
Presides over, or serve ons, boards of directors, management committees, or other governing boards.
Recruits, selects, onboards, and trains employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
Sets expectations, measures progress, provides ongoing feedback, and evaluates the performance of employees. Ensures work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
Broad knowledge in program subject matter (e.g., theories, principles, practices, laws, strategies) obtained through experience and/or education, preferably related to public health.
Thorough knowledge of the organization and function of state and local partners
Thorough knowledge of all source materials and references including federal and state laws governing the programs
Practical knowledge of laws, rules, and regulations governing mandated training within the agency
Effective communication
Ability to present and represent the agency to both internal and external customers, the public, government officials, and other stakeholders
Ability to analyze information and evaluate results to choose the best solution and solve problems
Ability to work effectively with a wide variety of stakeholders
Ability to analyze and prepare monthly finance and accounting reports to maintain program budget and grants
Supervisors (not applicable to all):
Ability to delegate work, set clear direction, and manage workflow.
Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets
A degree is not required. However, at least 13 years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
