The Financial Systems Specialist serves as the recognized Office of Inspector General (OIG) subject matter expert in financial systems configuration, data architecture and automated reporting for the OIG in the Department of Human Services (DHS).
Responsibilities include but are not limited to:
Independently designs, builds, maintains and validates the financial systems structures, data standards and reporting capabilities that underpin OIG's financial operations - including the Chart of Accounts, revenue and expense coding, SWIFT budget accounting, automated reporting and dashboard development using Power Apps and related tools.
Ensures that OIG's financial systems are accurately configured, consistently maintained, audit-ready and aligned with Governmental Accounting Standards Board (GASB) and MN Management and Budget (MMB) standards.
Provides expert technical guidance and informal lead worker direction to Division Systems Staff across OIG.
Informs OIG executive leadership, the OIG Accounting Supervisor and the OIG Operations Manager on financial systems matters necessary for decision-making, long-range systems planning and the effective stewardship of OIG's financial data infrastructure.
Minimum Qualifications

Two (2) years of experience in financial systems administration and defining data standards.
AND
Experience must demonstrate the following:
Implement and maintain data quality internal controls within financial systems.
Develop and maintain standardized financial reports and/or dashboards or automated reporting and workflow tools, including Power Apps, Power Automate and related platform tools.
Conduct analysis of financial systems, data workflows, and/or reporting processes to identify inefficiencies, unmet business needs, and/or opportunities for improvement.
Administer systems budget accounting.
Preferred Qualifications
Bachelor's degree in information systems, computer science, accounting, finance, public administration or a related field.
Knowledge of state financial systems architecture and OIG enterprise data structures, including SWIFT, Chart of Accounts conventions, revenue and expense coding systems and general ledger structures used in Minnesota state government.
Analyze data from financial or enterprise systems, such as Structured Query Language (SQL), sufficient to independently pull and analyze data across multiple platforms in support of financial reporting, ad hoc analysis and systems troubleshooting.
Understanding of GASB and MMB financial reporting and data standards applicable to state agency financial systems configuration and management.
Knowledge of audit processes and compliance standards applicable to state agency financial systems and data management, including federal audit requirements where applicable.
Manage multiple complex projects and competing priorities simultaneously - including system testing cycles, reporting development, data quality reviews and audit support - without loss of accuracy or quality.
Understand and maintain confidential and private information in strict accordance with applicable protocols, policies, procedures and regulations, including MGDPA and HIPAA requirements.
Written and verbal communication sufficient to translate complex financial systems and data concepts clearly and accurately to diverse audiences ranging from technical staff to OIG executive leadership and external auditors.
Variety of experiences working effectively with others from different backgrounds and cultures.
