Position Description
The Compliance Monitor for the Community Review Board (CRB) plans and conducts objective, unbiased administrative reviews of Metro Nashville Police Department's (MNPD) Office of Accountability (OPA) investigations, including matters that may be highly sensitive and subject to significant public visibility. The Compliance Monitor reviews administrative investigations into alleged MNPD officer misconduct for accuracy and thoroughness, ensuring MNPD's adherence to its internal policies.
This position will also be responsible for the intake of complaints related to allegations of police misconduct.

The Community Review Board has the power to review allegations that Metropolitan Nashville Police Department officers have committed misconduct against members of the public, as well as issue policy advisory and resolution reports related to allegations of misconduct by MNPD.
Typical Duties
Receives and completes all intake of complainants via phone, email/web submission, or in person.
Log complainant information into the case management system.
Maintain NCRB's case tracker system.
Record and document grants and denials of record requests, draft and transmit records requests to MNPD and related agencies, and escalates denials to Executive staff, if needed.
Review OPA investigations for completeness, accuracy, and thoroughness.
Create summary reports detailing the deficiencies and/or sufficiency of OPA investigations, including recommendations as to violations of law or policy, for review by the Lead Compliance Monitor & Executive Director.
Basic knowledge of police department policies and basic legal principles to form an initial conclusion as to viability of an allegation.
Review sworn affidavits as well as unsworn or anonymous complaints.
Determines jurisdiction based on geographic incident location and personnel involved.
Confers with the Executive Director, Assistant Director or other staff in making determinations.
Make recommendations to Executive Director regarding outcomes of OPA investigations.
Request all police records including Body-Worn Camera (BWC) and In Car Camera (ICC) video footage related to alleged violations of MNPD misconduct
Serves as a point of contact for complainants as needed.
Maintains knowledge of developments, trends, and best practices of law enforcement procedures including local, state, and federal legal and regulatory changes.
Creates and maintains detailed and accurate records of information received and work performed.
Maintains the confidentiality of case information, including any protected health and personnel information, law enforcement records & documentation, and any other records deemed confidential.
Complete tasks assigned within time frames established by the Executive Director and state and local law.
Interviews with complaints and witnesses, reviews documentation and evidence related to incident and gathers relevant and/or missing information, as needed.
Prepare recommendations for case investigation by OPA or other resolution (mediation, etc.)
Obtains and reviews MNPD documentation related to underlying incident (incident reports, supplemental reports, CAD and dispatch reports, arrest warrants, search warrants jail/booking and court documentation as needed.)
Working with the community engagement and outreach division to ensure members of the public have awareness and education of our services.
Minimum Qualifications
Bachelor's degree in criminal justice, investigative journalism, public policy, public administration, auditing, sociology, psychology, legal practices or a related field plus three (3) years professional experience in auditing, investigation, compliance, or a related field.
