GENERAL DESCRIPTION:
The Wyoming Department of Corrections is seeking an Account Manager to join the team at the Cheyenne Central Office Fiscal Division. This individual will oversee and manage budgetary, accounting, procurement, and fixed asset functions for the Department of Corrections, to include: policy development, implementation, and audit compliance with State Statutes, various agency policies, and Generally Accepted Accounting Principles(GAAP); reviews and interprets a wide range of documents and records, providing advice to agency executive administrators and program managers.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
Manages the operations budget, including the collection and distribution of annual revenue for the agency.
Prepares, authorizes, monitors, and controls monthly expenditures of the budget and makes recommendations for the reallocation of resources.
Provides conflict resolution & statistical information.
Analyzes various financial data and other numerical data to prepare statistical information.
Establishes and maintains effective working relationships with legislators, public officials, vendors, etc.
Drafts and analyzes new legislation and rules & regulations.
Researches, prepares, and presents fiscal and administrative impacts of legislation.
Prepares exhibits and provides expert testimony at legislative committee meetings.
Analyzes, develops, and implements policies and procedures as a result of state or federal legislative changes.
Develops training and educational workshops to inform and educate government agencies, the public, and various associations regarding state or federal legislative changes.
Qualifications
PREFERENCES:
Preference will be given to applicants with 3-4 years of progressive work experience (typically in Finance or Accounting) and knowledge acquired at an accounting technician level.
Preference will be given to applicants with WOLFS (Wyoming Online Financial System) experience.
Preference will be given to applicants who can create and manipulate Excel spreadsheets.
KNOWLEDGE:
Knowledge of project management.
Knowledge of State and Federal laws, rules, regulations, and statutes.
Knowledge of basic accounting, business principles, budgets, and cost controls.
Knowledge of the WOLFS III system.
Knowledge of State Personnel Rules and associated federal laws.
Knowledge of internal controls over accounting applications.
Knowledge of Generally Accepted Accounting Principles as they are applied to government accounting systems.
Knowledge of government management, including human resources, accounting, and general management
Knowledge of federal grant application, progress reporting, and financial reporting.
Knowledge of budget and procurement practices and policies.
Skills in oral and written communication.
Skills in computer applications
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Manager I
OR
Education & Experience Substitution:
6-8 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Manager I

PHYSICAL WORKING CONDITIONS:
Typically, the employee may sit comfortably to perform work; however, there may be some walking, standing, bending, lifting, and carrying of light items, driving an automobile, etc.
Exposure to inside and outside environmental conditions.
Lifting/grasping up to 50 pounds without assistance on a regular basis.
Walking on cement floors regularly.
Stooping, bending, kneeling, and crouching regularly.
Reaching on a regular basis.
Typing/Repetitive motion is frequent.
Talking/hearing frequently.
Seeing: the visual ability to perform an activity such as analyzing data and figures, viewing a computer terminal, and extensive reading.
