From business intelligence and solutions for critical transportation infrastructure to planning and operating a safe, efficient, and reliable multimodal transportation system, the team connects people and markets across Minnesota.
As a MNIT IT Program Delivery PMO Director, you will serve under the leadership of the Deputy Chief Business Technology Officer (CBTO). This position provides strategic leadership and direction for Information Technology (IT) Program Delivery for MnDOT divisions and business areas. This position ensures that IT investments are planned, governed, delivered, and sustained in a manner that maximizes business value, customer outcomes, security, and alignment with MnDOT and MNIT enterprise strategies.
The PMO Director oversees MnDOT's IT program and project/product portfolio, managing more than $15M annually and driving portfolio strategy, governance, investment advisory, delivery assurance, and continuous PMO improvement. The role leads the IT PMO with enterprise-level responsibility for services such as reporting, portfolio management, project/product and program management, business analysis, quality assurance, accessibility testing, Agile and product practices, customer experience design, vendor/contract management, and responsible AI use. Additionally, the position manages the PMO training budget, Odyssey process and funding, technology modernization efforts, and implementation of new enterprise delivery initiatives from the MNIT EEPMO.
This position requires an employee to work onsite at 395 John Ireland Blvd, St. Paul, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available . Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:
Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

Minimum Qualifications

Position requires a minimum of six (6) years of progressively responsible experience in a Program and Portfolio Management and Support leadership role.
Experience must include:
Experience providing strategic leadership and direction for an IT Project Management Office (PMO) or similar enterprise-level IT governance and delivery organization. Experience managing multi-million-dollar IT budgets, including training budgets, modernization funding, and portfolio/project budgets.
Experience developing, managing, and optimizing IT staffing plans, resource allocation, workforce planning, and team performance.
Experience directly supporting or advising executive leadership (CBTO, CFO, Directors, Program Investment offices, etc.) on strategic IT decisions.
Three (3) years of supervisory experience.
Demonstrated ability to communicate clearly and effectively to foster mutual understanding and guide teams through change.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, with demonstrated leadership and people engagement skills that support positive user experiences and high-performing teams.
Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for two (2) years of the required supervisory experience.
Strongly Preferred Qualifications
Demonstrated ability to cultivate collaborative, high performing teams by building strong relationships, aligning diverse business and technical stakeholders, and fostering a shared commitment to service excellence.
Demonstrated experience directing and implementing strategic initiatives (Agile, Product, Human Centered Design/Customer Experience, Artificial Intelligence, Accessibility in a PMO environment).
Demonstrated knowledge of and experience with Odyssey Funding and process, and other funding/processes such as Technology Modernization Funding.
Preferred Qualifications
Thorough knowledge of project management methodologies to deliver and track projects on time, on budget, and meeting business requirements.
Strong knowledge of MnDOT's business areas.
Thorough knowledge and experience providing advanced program management leadership for complex, multi-tier services, workflows, or product catalogs, demonstrating strong planning, prioritization, and time management skills to coordinate delivery across a high-volume IT environment.
Proven ability to foster team development by promoting collaboration, trust, and knowledge sharing, while empowering individuals to achieve collective goals.
