Performs advanced and highly responsible supervisory and administrative work regarding the overall management assigned division or department. Responsible for diversified functions such as, but not limited to, operational support, policy development, strategic planning, performance management, training, budget development, procurement, personnel management support, special projects, as well as specific functions based on the area of assignment.
Essential Functions
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Performs complex operational and administrative duties, analyzes data, draws conclusions and prepares reports and makes recommendations of practical solutions to division and department management.
Manages daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex situations, and provides technical expertise.
Consults with division/department management or other officials to review operations/activities, provide administrative support for program activities, review/resolve problems, receive advice/direction, and provide recommendations.
Provides administrative assistance with technical divisional/departmental projects including researching and compiling data, and monitoring for compliance that meets deadlines and regulations; prepares reports and provides information to other divisions, departments, County management, and/or the general public.
Makes recommendations to the Division Director and Department Head regarding operational policies, procedures, expenditures, plans, and other administrative matters as they affect the assigned areas.
Analyzes, develops and recommends the adoption of updates or revisions to policies, procedures, equipment and systems to increase efficiency of divisional and departmental operations; compiles information from various sources and analyzes the applicability of information and the characteristics and quality of the sources.
Serves as the division/department's primary point of contact for all procurement, purchasing, and contract-related inquiries; provides ongoing staff training related to procurement practices, contract administration, and financial processes; coordinates with Procurement Services Division, the Clerk's Office, and other departments regarding contracts, invoicing, and compliance matters.
Develops and evaluates requests for qualifications and request for proposals; prepares and oversees preparation of plan specifications, bid and contracting processes, analyzes and provides proposal recommendations, and project cost estimates; participates in solicitation development, evaluation committees, selection processes, and contract negotiations.
Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for staff, supplies, materials and equipment; monitors and control expenditures.
Manages planned projects and daily budget oversight for assigned capital funds; prepares budget forecasts based on anticipated capital and maintenance projects; assists with prioritization and coordination of capital and maintenance projects in collaboration with project managers and other County staff.
Continuously evaluates division/department programs and services and recommends changes necessary to ensure optimum operational efficiency; prepares periodic reports concerning the progress of the division/department in meeting their objectives and performance standards.
Prepares and delivers verbal, written and visual presentations.
Facilitates the development, documentation, and communication of long-range plans, objectives, goals, and strategies of the assigned division/department with other division managers, the Division Director, and Department Head; makes recommendations for achievement of strategic plans.
Oversees change management efforts to ensure smooth implementation of new processes or technologies; works with management teams to align divisional/departmental operational goals with OMB, Human Resources, Procurement Services, and other programmatic strategies.
May act as the primary liaison between Human Resources and division/department staff to support all areas of personnel administration and address workplace concerns and escalate issues appropriately; assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.
Designs, plans and delivers training to employees including technological training and business unit specific training; coordinates with Human Resources staff to schedule organizational training when the need is identified, such as the County's Practices and Procedures and the County's Standards of Conduct and Code of Ethics; may assist in development for County-wide training programs as a subject matter expert.
Plans for workforce development, training, and succession to strengthen organizational capability; implement structured training programs to build bench strength for key positions; tracks employee progress and readiness against succession plans; ensures succession planning efforts align with the organization's long-term growth and operational priorities.
Analyzes legislative and regulatory changes to assess impact on division/department operations.
Prepare ordinances, resolutions, staff recommendations, final orders, executive summaries, agenda items, and recommendations for presentation.
Investigates complaints from citizens, private contractors and others with respect to assigned service areas; mediates major disputes and coordinates the follow-up and resolution; oversee ongoing efforts to enhance internal and external stakeholder satisfaction and implements any needed operational or procedural changes toward that end.
Establishes business relationships with other County divisions and departments as well as outside agencies to obtain their assistance in County programs.
Conducts and attends divisional staff meetings to ensure staff is informed regarding ongoing issues and concerns, and to exchange ideas, discuss operational problems and provide solutions; attends workshops and training sessions as appropriate; serves on special panels, boards, and/or committees.
Attend seminars and training sessions to keep current with technological advances and to obtain knowledge and insight into current trends, legal duties, and requirements of Collier County and the assigned operational area.
Minimum Qualifications
Bachelor's degree required.
Five (5) years of related experience.
Candidates without a degree should possess four (4) additional years of related experience.
Previous related supervisory/management experience required.
Fingerprinting required.
Supplemental information
Initiates and carries out special programs, projects, and studies in area of assignment at the direction of the Division Director and Department Head; designs and plans complex projects to include funding.
Performs other related duties as required.
