General Information
Position Summary
The Enterprise Applications Analyst performs advanced professional and technical work supporting the analysis, design, development, configuration, integration, implementation, and administration of the district¿s enterprise business applications. The position serves as a senior technical and functional resource for Oracle PeopleSoft Human Capital Management (HCM), Financials, and related enterprise systems, ensuring technology solutions effectively support District operations, regulatory requirements, security, data integrity, and strategic objectives.
Working collaboratively with business leaders, Information Technology staff, vendors, and third-party partners, the Enterprise Applications Analyst analyzes business requirements and processes, translates functional needs into technical solutions, develops and integrates applications, reports, workflows, and data solutions, and resolves complex system issues. The position provides technical consultation and leadership for enterprise projects, enhancements, upgrades, integrations, and continuous improvement initiatives.
The position serves as a senior technical developer throughout the software development lifecycle, including solution architecture, technical design, coding, testing, implementation, code review, deployment, documentation, and production support. Using Oracle PeopleSoft development tools and related technologies, the position delivers secure, scalable, maintainable, and sustainable enterprise application solutions while promoting development standards, delivered functionality, and long-term system reliability.

Reports to the Core Business Systems Manager .
Responsibilities
The essential functions include, but are not limited to, the following fundamental duties:
Enterprise Application Administration and Support
Provides enterprise application administration and support; serves as the technical and functional subject matter expert for Oracle PeopleSoft HCM, Financials, and other assigned enterprise business applications; diagnoses, troubleshoots, and resolves complex application, integration, security, reporting, performance, and data issues.
Monitors application performance, availability, and system health; analyzes recurring issues, identifies root causes, and implements sustainable corrective actions to maintain system reliability and minimize operational disruptions.
Coordinates complex issue resolution with Oracle Support, software vendors, consultants, and internal Information Technology teams and participates in critical issue response and application support activities, as assigned.
Application Configuration, Development, and Integration
Performs application configuration, development, and integration; configures, develops, tests, implements, and maintains enterprise application functionality using Oracle PeopleSoft development tools and established development standards.
Translates approved functional requirements into technical designs and develops and maintains PeopleCode, Application Engine programs, Component Interfaces, Integration Broker services, REST and SOAP integrations, BI Publisher reports, PS Queries, SQL scripts, database objects, workflows, and other application solutions.
Develops and maintains interfaces and data exchanges between PeopleSoft, internal applications, and third-party systems and develops ETL and other data processing solutions using appropriate PeopleSoft and related technologies.
Develops application enhancements, custom processes, reports, workflows, and modifications that meet approved business requirements while minimizing unnecessary customization and promoting long-term system sustainability.
Configures application security roles, permission lists, and user access in accordance with District security requirements and supports security audits and compliance activities.
System Enhancements, Maintenance, and Upgrades
Provides system enhancements, maintenance, and upgrades; plans, coordinates, tests, and implements Oracle PeopleSoft Images, PeopleSoft Update Manager (PUM) updates, tax updates, regulatory changes, patches, upgrades, and other system enhancements.
Performs technical impact analysis of Oracle updates, patches, and enhancements; evaluates delivered functionality and recommends adoption when feasible to reduce customizations and improve system sustainability.
Develops implementation plans, deployment schedules, testing requirements, rollback procedures, and post-implementation support activities; evaluates new system functionality and emerging technologies for potential application to District business needs.
Business Analysis and Process Improvement
Provides business analysis and process improvement support; partners with departments to understand business operations, challenges, requirements, and strategic objectives and identifies opportunities to improve efficiency, automation, compliance, service delivery, and use of enterprise applications.
Reviews business requirements, system designs, and existing processes to ensure alignment with District technology strategy, enterprise architecture, security requirements, and operational objectives.
Facilitates requirements gathering, process mapping, solution design, and technical analysis activities and translates business requirements into functional and technical specifications.
Analyzes business processes and prioritizes technical development requests based on operational impact, business value, technical feasibility, risk, and available resources.
Recommends technology solutions, development approaches, and system enhancements that support business objectives and long-term application sustainability.
Project Leadership and Implementation
Assists with project leadership and implementation; participates in enterprise technology projects from planning through implementation and post-production support and leads or supports assigned technical workstreams.
Assists with project plans, development schedules, implementation schedules, testing strategies, deployment activities, and post-production support.
Coordinates project activities with Information Technology staff, vendors, consultants, and business stakeholders; identifies technical and implementation risks and recommends mitigation strategies.
Provides technical consultation and subject matter expertise throughout enterprise technology projects and communicates project requirements, status, risks, and implementation considerations to appropriate stakeholders.
Reporting, Analytics, and Data Management
Designs, develops, and maintains reports, dashboards, queries, and data extracts that support operational, financial, compliance, and strategic decision-making.
Develops and executes complex SQL queries and scripts to support reporting, troubleshooting, data validation, system analysis, and authorized production data corrections.
Develops and maintains efficient processes for extracting, transforming, validating, and reporting enterprise data.
Analyzes complex data requests, interprets findings, and assists departments in effectively using enterprise data and reporting capabilities.
Ensures the accuracy, consistency, integrity, and appropriate use of enterprise application data.
Testing and Quality Assurance
Develops and coordinates testing strategies for application enhancements, integrations, upgrades, patches, and regulatory changes, including unit, system, integration, regression, performance, and user acceptance testing, as appropriate.
Validates application functionality, data integrity, security, integrations, and business process outcomes prior to production deployment.
Conducts or participates in peer code reviews and technical design reviews to ensure compliance with development standards, security requirements, maintainability, and performance expectations.
Documents testing results, identifies defects, coordinates issue resolution, and supports successful production releases.
Customer Partnership, Documentation, and Continuous Improvement
Builds collaborative partnerships with business users, leadership, functional analysts, developers, infrastructure teams, vendors, and third-party partners to understand needs and deliver effective enterprise application solutions.
Provides technical consultation and functional guidance regarding application capabilities, system functionality, business processes, and technology solutions and communicates complex technical information effectively to technical and non-technical audiences.
Provides user training, knowledge transfer, and ongoing technical support to promote effective system utilization and adoption.
Develops and maintains technical, functional, system architecture, configuration, business process, implementation, support, and standard operating procedure documentation.
Supports enterprise governance, change management, security, audit, and regulatory compliance initiatives and ensures application development and administration activities comply with established standards and procedures.
Conducts technical research and evaluates software defects, enhancement requests, emerging technologies, and industry practices to identify opportunities to improve application performance, automation, security, reliability, user experience, and operational effectiveness.
Maintains current knowledge of Oracle PeopleSoft technologies, enterprise application development practices, cybersecurity principles, and emerging technology capabilities.

Minimum Qualifications
Bachelor¿s degree in Computer Science, Information Systems, Management Information Systems (MIS), Business Administration, or a closely related field;ora two-year college or vocational degree in a technology-related field and six (6) years of progressively responsible information technology or enterprise application experience;oran equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
Four (4) years of progressively responsible professional experience supporting enterprise business applications, including application development, configuration, systems analysis, business process analysis, systems integration, reporting, database development, or technical application support.
Demonstrated experience developing, configuring, testing, implementing, troubleshooting, and supporting enterprise application solutions in a production environment.
Demonstrated experience developing or maintaining application integrations, reports, SQL queries, databases, interfaces, workflows, or other enterprise technology solutions.
Demonstrated experience analyzing complex technical or functional issues and developing effective solutions while maintaining system reliability, performance, security, and data integrity.
Preferred Qualifications
Experience supporting and developing Oracle PeopleSoft applications, particularly Human Capital Management (HCM), Financials, or related PeopleSoft modules.
Experience with PeopleTools development technologies, including PeopleCode, Application Engine, Integration Broker, Component Interfaces, Application Designer, BI Publisher, PS Query, SQR, COBOL, and SQL.
Experience supporting PeopleSoft lifecycle activities, including PeopleSoft Images, PeopleSoft Update Manager (PUM), tax and regulatory updates, patches, upgrades, and enterprise application enhancements.
Experience designing, developing, and supporting enterprise integrations using APIs, REST or SOAP web services, middleware, Integration Broker, or related integration technologies.
Experience with Oracle databases, advanced SQL development, data conversion, reporting, analytics, and business intelligence solutions.
Experience using enterprise change, migration, release, incident, and work management tools, such as PHIRE, STAT, ServiceNow, JIRA, Azure DevOps, or comparable platforms.
Experience supporting enterprise administrative systems in Human Resources, Payroll, Benefits, Finance, Procurement, or related business functions within a large and complex organization.
Experience leading technical workstreams or contributing to enterprise technology projects involving requirements analysis, solution design, testing, implementation, and production deployment.
Experience applying enterprise application security, role-based access, data governance, and secure development practices.
Experience working in a public sector, K¿12 education, higher education, or other highly regulated environment.
Professional certification in Oracle, PeopleSoft, ITIL, project management, or another relevant technology discipline.

WORKING CONDITIONS
Work is performed primarily in a climate-controlled office or hybrid work environment with extensive use of computers, enterprise applications, software development tools, databases, telecommunications, and other technology.
Regular interaction occurs with employees, administrators, business stakeholders, Information Technology staff, vendors, consultants, and third-party partners. May require travel between District facilities to attend meetings, support implementations, provide technical assistance, or participate in other business activities.
Work includes participation in meetings, project planning and implementation activities, requirements and solution design sessions, testing, code reviews, training, and cross-functional workgroups.
May require work outside normal business hours, including evenings or weekends, to support system upgrades, maintenance, deployments, data conversions, regulatory changes, application releases, or critical production incidents.
Work schedules may periodically be extended or adjusted during major implementations, system upgrades, regulatory deadlines, or critical production events to support business continuity and successful system operations.
Work is performed in a fast-paced environment with changing priorities, deadlines, and operational demands requiring coordination with multiple stakeholders and technical teams.
PAY, BENEFITS & WORK SCHEDULE:
Pay range for this position is: $82,996 - $122,879
