Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Construction Control Representative GS-0809-12 position for the U.S. Army Corps of Engineers (USACE), Tulsa District, Hydropower Resident Office. Duty Location is Cowlington, OK at the R.S. Kerr Hydroelectric Power Plant. Responsibilities You will serve as a Senior Inspector on major power plant rehabilitation projects, overseeing construction contracts valued between $5 million to $100 million. You will ensure that all construction work meets governing plans, specifications, and contract terms through daily surveillance. You will act as a liaison with contractors on plan interpretation, shop drawings, and progress schedules, etc. You will assist in reviewing and negotiating contract modifications. You will review contractor safety plans to recommend corrective actions to Contracting Officer Representative. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service by performing quality assurance inspections on construction projects to ensure work and materials comply with contract plans/specifications, and meeting at least 2 out three duties as follow; 1) Assisting in the administration of construction contracts by reviewing payment estimates, and contractor work quality and performance; OR 2) assisting with evaluation of requests for contract modifications; OR 3) Monitoring contractor compliance with safety plans and guidance. Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
