Summary You will serve as an ACQUISTION PROGRAM SPECIALIST in the Acquisition and Procurement Management Group, Industrial Acquisition & Procurement Division, Industrial Business Operations Department of FLEET READINESS CENTER SOUTHWEST. Responsibilities You will perform a range of duties relating to preparation of required acquisition documents, analysis, formulation, presentation, and execution of contracts assigned to the Industrial Acquisition and Procurement Division. You will analyze internal and external data to identify and explain any deviations from pre-established obligations and expenditures, providing support to senior Specialists on all aspects of contractual realms in functional areas. You will analyze contract fund status reports, review expenditures made by contractors, review reports on performance requirements, determine if progress and expenditures compare with negotiated estimates, and prepare appropriate correspondence. You will review, prepare and maintain documents on contracts, invoices, memorandums, modifications, etc., assisting with the preparation of documents specifications, requirements, criteria, and standards which define needs and parameters. You will complete cost break-downs on all vouchers/invoices, establishing and preparing manning objectives and detailed contract provisions to include cost estimations, supply, equipment, and manpower requirements for all service @type contracts. You will document results of cost/price analyses and market surveys, develop data for use in pricing trends analyses, develop cost/pricing data for use in negotiation sessions and present price information to negotiate cost, price and related factors You will assist Acquisition Program Specialists in making formal presentations on program status, funding status, new proposals/initiatives and policy changes to all levels of officials. Requirements Conditions of Employment Qualifications GS-7 Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-5) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes: 1) Communicating orally and in writing; reading and responding to customers in writing and through verbal exchanges; 2) Managing multiple minor projects or transactions, dividing time assigned to task based on urgency and efficiency, working at own pace effectively. 3) Interfacing and interpreting Microsoft Office (MS) programs to include Outlook, Excel, PowerPoint, comfortable working with Adobe PDF files, standard internet browsers and general windows-based platform operations. 4) Organizing, storing, preserving, and maintaining official files and records, and related information; and 5) Creating labels, categories and or digital storage environments to safeguard mandatory records retention regulation. GS-9 Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-7) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes: (1) Demonstrating working knowledge and skill to draw conclusions and make recommendations by analyzing facts and conditions, and making comparison of contract price and cost analysis; (2) Preparing technical documents and reports to present factual information and to draft contracts provisions and supporting documentation; (3) Applying analytical, financial, and contractual information and techniques to accomplish program goals and objectives; and (4) Interpreting agency policies to determine their effect on meeting acquisition and contract support requirements for assigned program.
