This position is eligible for telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position exists within the Homelessness, Housing and Support Services Administration (HHSSA) to ensure compliance monitoring, quality assurance, program integrity, and process documentation across the Housing Support Program (HSP). The incumbent independently interprets complex regulatory requirements, determines compliance status, identifies systemic risk, and designs and implements corrective action strategies.
This position reflects the team's expanded role in directly administering HSP agreements and leading program-wide compliance functions. The incumbent's determinations and recommendations inform provider relationships and shape internal processes and HSP program policy. The incumbent's compliance findings, quality assurance conclusions, and process improvements have statewide reach and implication in coordination with county and tribal human services agencies across Minnesota.
This role includes two related but distinct functions: compliance monitoring - the systematic, risk-based oversight of whether providers and agreements meet established regulatory requirements and quality assurance review - the investigative, evaluative process applied when concerns arise about service quality, practice patterns, or the adequacy of corrective actions. The incumbent serves as an internal expert on both functions, providing guidance to staff, leadership, and external partners, and advancing internal process and operational policy improvements emerging from compliance and quality assurance findings.
Responsibilities include, but not limited to will:
Compliance Monitoring - The incumbent designs, refines, and execute systematic compliance monitoring protocols to assess whether HSP providers are meeting applicable program requirements. This function is focused on sustained adherence to program standards and early detection and triage of emerging risk, not response to known problems. The incumbent exercises independent professional judgment in interpreting regulatory requirements, assessing provider risk, and determining compliance status. HSP supervisor is consulted on findings with significant policy, fiscal, or political implications.
Quality Assurance Reviews and Corrective Actions - The incumbent leads HSP quality assurance reviews - structured investigative and evaluative processes initiated in response to complaints, referral flags, monitoring signals, or periodic sampling. Quality assurance reviews are focused on understanding why problems are occurring and whether the program's responses to identified issues are improving program quality. The incumbent independently conducts reviews, makes findings, develops corrective action plans, and tracks resolution to verified completion. HSP supervisor is consulted on findings with significant policy, fiscal, or legal implications.
Knowledge Management - The incumbent maintains and strengthens program infrastructure for HSP compliance and quality assurance functions and maintains readiness for internal audits by ensuring robust documentation of compliance and quality assurance processes and findings. These functions ensure that program practices are defensible, consistently applied, and well-documented across a statewide provider landscape. The incumbent exercises independent judgment in determining when documentation requires revision and ensures that compliance and QA knowledge is current, accessible, and transferable.
Project Coordination and Program Support - As assigned by management, the incumbent manages projects and participates in collaborative efforts affecting housing-related services and support within the Housing and Support Services Division. The incumbent contributes subject matter expertise related to HSP compliance, quality assurance, and regulatory interpretation to cross-functional teams and division-wide initiatives.
Minimum Qualifications

Two (2) years of providing advisory-level work experience for a homelessness, housing support and/or affordable housing program.
Experience must clearly demonstrate:
Skill in managing or responding to compliance monitoring and quality assurance methodology.
Auditing response including documentation standards, findings, response requirements.
Knowledge/experience with federal/state/local compliance of housing programs and systems.
Knowledge of state income support and healthcare programs and associated data systems.
Adult income supports programs and eligibility systems.
Data planning, collection, analytics, and management to produce and present measurable results.
*Bachelor's degree or higher in human services, counseling, social work, or related fields can substitute for one (1) year of required work experience.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Working understanding of equity principles and their application in compliance and quality assurance functions.
State and local organizational structures and management, including political dynamics that may affect compliance decision-making and partner engagement.
Project management principles sufficient to plan, sequence, and track complex multi-stakeholder compliance and audit processes.
Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
