Overview
Bowhead seeks a Configuration Management Specialist who will be a part of a dynamic, energetic, and mission-oriented team providing Technical Integration Management Support (TIMS) to the U.S. Customs and Border Protection (CBP) Passenger Systems Program Directorate (PSPD). This role is designated as Key Personnel and serves as the primary focal point for all communications between CBP and the Contractor. This position operates during core business hours of 8:00 AM - 4:00 PM, Monday through Friday, primarily onsite in Ashburn, VA (with telework available at the discretion of the Government).
To be successful, the Configuration Management Specialist must be adept at analyzing and improving software development processes, maintaining strict configuration control, and managing enterprise collaboration platforms. This work includes administering systems like SharePoint and the Atlassian suite (Jira, Confluence) to ensure all transitions between non-production and production environments are documented and executed according to PSPD policy.
The successful candidate must hold a current and favorably adjudicated CBP suitability background investigation.
Responsibilities
The Configuration Management Specialist will interact with application development teams, project managers, and directorate leadership. Collaboration across OIT and PSPD is key to success. Consequently, this role requires excellent customer service, analytical skills, verbal and written communication skills, and the ability to provide the following services:
Document, standardize, and continuously improve PSPD software development and maintenance processes.
Identify and incorporate industry best practices to improve project planning, auditing, monitoring, and reporting.
Design, develop, and manage enterprise collaboration platforms, specifically SharePoint and Atlassian suite applications (e.g., Web pages, libraries, data lists), managing permission levels at the group and site levels.
Assist Application Teams with planning their content and documentation requirements.
Audit PSPD's SharePoint site collection content to ensure strict adherence to content, security, and governance guidelines and processes.
Audit PSPD's Atlassian suite content to ensure adherence to established storage and naming processes and procedures.
Evaluate, revise, and oversee the content of approved Memorandums of Agreement (MOAs) older than five years, assuring accuracy and compliance with DHS guidelines.
Attend recurring technical and governance meetings (averaging 3-5 meetings per week) to cover all areas related to Process Management across DHS, CBP, OIT, and PSPD levels.
Other duties as assigned.
Qualifications
Must have a Bachelor's (B.A. or B.S.) degree. Substitutions: Associate's Degree plus two (2) additional years of relevant experience, or Four (4) additional years of relevant experience in lieu of a degree.
At least 3-5 years of experience in configuration management, process improvement, or software development lifecycle (SDLC) support.
Hands-on administrative experience designing and managing Microsoft SharePoint (site collections, permissions, governance).
Hands-on administrative experience with the Atlassian Suite (Jira, Confluence).
Strong understanding of change management and configuration control best practices.
Outstanding communications skills---both written and oral.
Ability to work in a collaborative environment as well as manage individual tasks.
Experience working within US Government IT environments, specifically adhering to DHS or CBP software development methodologies is preferred.
ITIL certification or Agile/Scrum certifications is preferred.
SECURITY CLEARANCE REQUIREMENTS: Candidates must hold a current and favorably adjudicated CBP suitability background investigation.
