Responsibilities You will conduct quantitative and qualitative analyses on a wide variety of HR variables, including program factors, hiring authorities, attrition rates, demographics, level of efforts and fiscal constraints on a wide variety of HR variables. You will identify relationships between HR variables and recommend or advise on appropriate methods and measures for policy and performance decision support. You will develop and maintain highly intuitive, executive-level demographics, hiring, and onboard snapshots integrated development environments and the latest business intelligence and visualization platforms. You will plan methods, procedures, and techniques for collecting, compiling, and presenting human capital data, statistics, and trends in support of data science projects and maintain robust documentation throughout the data science projects. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting qualitative and quantitative analyses of complex HR operations and manpower programs through statistical modeling, data mining, and predictive analytics; Experience using modern programming languages, structured query languages (SQL), integrated development environments, and notebook-style coding platforms to extract and analyze data; Experience utilizing AI/ML (Machine Learning) technologies and Agile project management principles to process data; developing and maintaining reports and dashboards using business intelligence platforms (such as Tableau or Power BI). Education Additional Information This announcement uses the DHA for Certain Personnel of the DoW / Modified (b) Cyber Workforce. This position has been designated as a Cyber IT/Cybersecurity Workforce position in the DoW Cyber Workforce Framework (DCWF) with a primary role of Data Analyst proficiency level Advanced and a secondary role of Data Analyst proficiency level Advanced and as a condition of employment, the incumbent of this position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2 This designation requires: 1. The incumbent participate in a continuous learning (CL) program as described in SECNAVINS 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor. 2. The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of Data Analyst proficiency level Advanced. For more information, please review SECNAV M-5239.2 Chapter 3, paragraph b (1) (g) 1. Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service. PCS is not authorized. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
