Summary This position is located within the Department of Veterans Affairs (VA), Office of Security and Preparedness (OSP), Field Operations Division, VA Police Service. Responsibilities Major duties include, but are not limited to: The Chief directs compliance and risk management activities, ensuring adherence to Title 38 U.S.C. §§ 901-902, VA directives, and applicable federal, state, and local laws. The position oversees systemic compliance reviews, vulnerability assessments, and physical security surveys, approves corrective action plans, and monitors resolution of deficiencies. The Feld Chief directs investigations of major incidents, criminal activity, and security breaches, ensuring evidentiary integrity and legal sufficiency of case packages. The incumbent implements enterprise risk management strategies to mitigate threats and enhance security posture across all facilities. The position champions Veteran-centric policing models, promotes advanced de-escalation strategies, and ensures integrated responses to mental health crises. Provides executive leadership and guidance to subordinate supervisors and managers in implementing policies, procedures, and directives of senior management. Oversees and evaluates supervisory practices to ensure consistency, equity, and compliance across the organization. Reviews and approves recommendations for selections, promotions, details, and reassignments, ensuring alignment with mission requirements and workforce planning objectives. Establishes and interprets performance standards for organizational units and ensures subordinate supervisors effectively communicate expectations and provide feedback to their teams. Evaluates the performance of subordinate supervisors and ensures fair and consistent application of rating techniques throughout the division. Provides direction on corrective actions for performance or conduct issues and reviews proposed disciplinary measures for appropriateness and compliance. Provides executive leadership and strategic oversight for all law enforcement and investigative operations within the established geographic area. Establishes policies and operational standards for enforcement activities, ensuring compliance with federal, state, and local laws, VA directives, and Title 38 U.S.C. §§ 901 and 902. Provides executive oversight for crisis intervention programs and Veteran-centric policing initiatives. Provides strategic leadership for physical security compliance programs across all VA properties within the established geographic area. Reviews and approves inspection findings and corrective action plans, and coordinates with Contracting Officer's Technical Representatives (COTRs), Contracting Officer's Representatives (CORs), and Infrastructure Protection Program Manager to ensure compliance and accountability. Analyzes trends and systemic issues in physical security compliance, recommending policy updates and resource allocations to enhance program effectiveness. Performs other duties as assigned. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. Evaluates surveys/assessments for the purpose of improving overall facility safety and security processes. Acts as a law enforcement and security subject matter expert by interpreting security policies and procedures and providing guidance to senior facility leadership, other service chiefs, program managers. Plans, directs, and updates the crime prevention program and exercises direction and control of investigations into criminal activities. Responds accordingly during natural disasters, terrorist acts, major accidents/incidents and criminal activity which poses a threat to patients, employees, visitors, property or continuity of operations. Implements enterprise risk management strategies to mitigate threats and enhance security posture across all facilities. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely.
